PROCEEDINGS OF THE MANISTEE CITY COUNCIL – December 20, 2016 A regular meeting of the Manistee City Council was called to order by his honor, Mayor James Smith on Tuesday, December 20, 2016 at 7:00 p.m. in the City Hall Council Chambers, 70 Maple Street, followed by the Pledge of Allegiance. PRESENT: Dale Cooper Lynda Beaton, Roger Zielinski, Robert Goodspeed, James Smith, Mark Wittlieff, and Erin Pontiac. ALSO PRESENT: City Manager – Thad Taylor, City Attorney – George Saylor, City Clerk – Michelle Wright, Public Safety Director – Dave Bachman, City Engineer – Shawn Middleton / Spicer Group. CITIZEN COMMENTS ON AGENDA RELATED ITEMS. None received. CONSENT AGENDA.  Minutes ‐ December 6, 2016 ‐ Regular Meeting ‐ December 13, 2016 ‐ Work Session  Financial Reports ‐ Cash Balances ‐ October 2016 ‐ Revenue & Expense ‐ October 2016 ‐ Payroll ‐ Nov. 21 – Dec. 4, 2016 ‐ $140,307.12 ‐ Invoices ‐ November 30, 2016 ‐ $246,960.44  Notification Regarding Next Work Session – January 10, 2017 A discussion will be conducted on Strategic Plan updates, Purchasing Policy, and the Historic District Commission; and such business as may come before the Council. MOTION by Zielinski, second by Wittlieff to approve the Consent Agenda as presented. With a roll call vote this motion passed unanimously. AYES: Cooper, Beaton, Zielinski, Goodspeed, Smith, Wittlieff, and Pontiac NAYS: None CONSIDERATION OF SCHEDULING A SPECIAL WORK SESSION FOR TUESDAY, JANUARY 24, 2017. Council is being requested to schedule a special work session for Tuesday, January 24, 2017 to begin 2017‐2018 Budget discussions. MOTION by Zielinski, second by Wittlieff to schedule a special work session for Tuesday, January 24, 2017 at 6:00 p.m. | PAGE 1 PROCEEDINGS OF THE MANISTEE CITY COUNCIL – December 20, 2016 With a roll call vote this motion passed unanimously. AYES: Cooper, Beaton, Zielinski, Goodspeed, Smith, Wittlieff, and Pontiac NAYS: None CONSIDERATION OF APPLICATIONS TO BOARDS AND COMMISSIONS. The City Clerk has taken action to advertise vacancies on the Board of Review. All appointments by the Mayor are subject to the Council’s approval, unless otherwise specified by statute or ordinance. Nominations for Council appointments do not require a second. After a member of Council nominates an individual for appointment, Council shall vote on the nomination. A majority vote in favor of placement of the nominee is required for appointment. The following applications have been received: BOARD OF REVIEW – two alternate members, term ending 12/31/17 and 12/31/19. Applicants must be a City taxpaying, registered voter. Council appointment. Ed Kriskywicz, 387 River Street* *Incumbent Zielinski nominated Mr. Ed Kriskywicz ‐ 387 River Street, to the Board of Review / alternate member for a term ending 12/31/19. With a roll call vote this nomination passed unanimously. AYES: Cooper, Beaton, Zielinski, Goodspeed, Smith, Wittlieff, and Pontiac NAYS: None A REPORT FROM THE CITY MANAGER. The City Manager’s Office annually prepares a comprehensive review of calendar year activities. That review provides City Council and the community an opportunity to step back from day to day operations and take a longer look at what has been accomplished during the year. CITIZEN COMMENT. Michelle Graves/editor of the Manistee News Advocate announced their 2016 Citizen of the Year, Bobbi Rogers Krause, citing her work on spearheading the Lighthouse Park renovations and re‐opening of the park. OFFICIALS AND STAFF. Staff members wished everyone a Merry Christmas and safe travels. | PAGE 2 PROCEEDINGS OF THE MANISTEE CITY COUNCIL – December 20, 2016 COUNCILMEMBERS. Councilmembers also wished everyone a Merry Christmas. Beaton asked when the Sands Park skating rink will be opening; thanked Ms. Krause for her hard work. Wittlieff thanked Taylor for his first year in Manistee; requested a work session discussion on uncovering an old road by the Fifth Avenue beach to use as a walkway. Pontiac thanked and congratulated Ms. Krause. Smith thanked the Manistee News Advocate for recognizing people thru their citizen of the year program; congratulated Ms. Krause; thanked Taylor for his work and report. ADJOURN.
