MANISTEE CITY COUNCIL
WORK SESSION
MINUTES OF APRIL 18, 2017
The Manistee City Council met in a work session on Tuesday, April 18, 2017 at 9: 04 p. m.,
Council Chambers, City Hall, 70 Maple Street, Manistee, Michigan 49660.
MEMBERS PRESENT: Dale Cooper, Lynda Beaton, Roger Zielinski, Robert Goodspeed,
James Smith, Mark Wittlieff, Erin Pontiac
MEMBERS ABSENT: None
ALSO PRESENT: City Manager, Department Directors, Staff, Public
Continued Discussion on Fiscal Year 2017-2018 Budget and Capital Improvement Plan.
APPROPRIATIONS
AAY—$ 6500 proposed cut/ They are a non- profit, have a joint agreement with the school
for Sands Park— do they offer any support, should we have some type of an agreement
similar to Rietz Park, will explore lease after budget decision is made, they didn' t say they
could make it with a smaller amount, no surplus funds, people they service are the most
vulnerable, it is a refuge for some of them.
CONSENSUS: Restore full funding to$ 13, 000.
Ramsdell Theatre—$ 7500 proposed cut/ Their budget shows a deficit, any fund balance and
if so, could that be reduced, want to see the Ramsdell succeed but looking for ways to fund
other things, suggest cutting a little more.
CONSENSUS: Cut an additional$ 2500.
AES— Could take the$ 6500 out of their funding, leave AES alone, need to step up their
information reporting, discussed their impact on different projects, how are we getting a
higher level of service,# 1 item on the Strategic Plan is jobs— what has been done, member
on their board would be a good opportunity to open lines of communication( add to future
agenda).
CONSENSUS: No changes made.
Manistee Saints—$ 3000 proposed cut/ We have a certain level of commitment to the park
such as utilities, the previous$ 6000 appropriation goes towards the purchase of diamond
dust, they' ve done a lot to improve the field, would feel uncomfortable cutting it any more
than the$ 3000 proposed.
CONSENSUS: Keep as proposed.

Manistee County Historical Museum —$1500 proposed cut/ would like to see them funded
the full amount, they do get contributions from other sources, are they funded by the County
at all, $ 1500 equals 3%of their budget, feel that they could raise those funds elsewhere.
CONSENSUS: Keep as proposed.
MRA—$ 1500 proposed cut/ Don' t take any more from them, they have scholarships for low
income, questioned why the County only gives $ 2500 and we give $ 25, 000, discussed how
other townships help support them, formula is used to determine the pay-as- you-play cost.
CONSENSUS: Keep as proposed.
PEG - $ 25, 500 proposed cut /If they go away some of their functions go away also ( ex.
taping meetings, uploading), franchise fee doesn' t have anything to do with PEG, thought
was to have our own equipment to record and upload meetings - $ 15, 000 budgeted, thinks
PEG would need a minimum of$ 20,000 to operate, likes the idea of streaming all meetings
and have the technology here, stated this is only one aspect of what PEG does.
CONSENSUS: Keep as proposed.
An additional work session on the budget will be held on Tuesday, April 25, 2017 at 7: 00 p. m.
