COUNCIL ORDINANCE COMMITTEE MEETING
MINUTES OF MAY 8, 2017
A meeting of the Manistee City Council Ordinance Committee was held on Monday, May 8,
2017 in the Second Floor Conference Room, City Hall, 70 Maple Street, Manistee, Michigan
49660.
MEMBERS PRESENT: Lynda Beaton, Dale Cooper, Mark Wittlieff
MEMBERS ABSENT: None
OTHERS PRESENT: City Manager Thad Taylor, Planning & Zoning Administrator
Denise Blakeslee, James Smith
Chair Lynda Beaton called the meeting to order at 4:00 p.m. and noted that this Council
committee had no decision-making capability but reviews proposed ordinances or amendments
to provide recommendations to City Council. Planning and Zoning Administrator Denise
Blakeslee noted that the proposed amendments follow an audit of the City’s Zoning Ordinance
completed by Clear Zoning as a requirement of the Redevelopment Ready Communities program
and mirrors language in the Planning Enabling Act. The proposed amendments were reviewed
with the City Attorney. The Planning Commission held public hearings and recommends the
following amendments:
Zoning Amendment Z17-02 – Wireless Communication Facilities. A zoning amendment is
being proposed relating to wireless communication facilities. The Planning Enabling Act now
references wireless communication facilities, not communication towers. The standards are
established by the Act.
Consensus / Action: The Council Ordinance Committee recommended that this ordinance
amendment proceed to full City Council.
Zoning Amendment Z17-03 – Parking Standards. A zoning amendment is being proposed
relating to the parking standards. The current ordinance does not provide standards for electric
vehicles, deferring parking, and electric vehicle parking. Bike parking has been updated, along
with drive-through and stacking standards.
Consensus / Action: The Council Ordinance Committee recommended that this ordinance
amendment proceed to full City Council.

Zoning Amendment Z17-04 – Miscellaneous Items. A zoning amendment is being proposed
relating to miscellaneous items under Article 2, Article 3, Article 5, Article 7, Article 8, Article
10, Article 12, Article 13, Article 14, Article 15, and Article 16. Fence permits will no longer be
issued. Standards will still need to be met but any citizen complaints become a civil issue
between the property owners.
Consensus / Action: The Council Ordinance Committee recommended that this ordinance
amendment proceed to full City Council.
Zoning Amendment Z17-05 – Dumpster Standards. A zoning amendment is being proposed
establishing dumpster standards. The new language provides clear standards and locations for
dumpsters.
Consensus / Action: The Council Ordinance Committee recommended that this ordinance
amendment proceed to full City Council.
Zoning Amendment Z17-06 – Signs. A zoning amendment relating to signs is being proposed
following a Supreme Court case. Staff and Planning Commission members attended a workshop
related to the needed changes. The new ordinance repeals and replaces the existing standards,
includes allowing additional signs for most uses, and makes the ordinance content neutral.
Consensus / Action: The Council Ordinance Committee recommended that this ordinance
amendment proceed to full City Council.
