MANISTEE CITY COUNCIL WORK SESSION MINUTES OF JUNE 13, 2017 The Manistee City Council met in a work session on Tuesday, June 13, 2017 at 7: 00 p.m., Council Chambers, City Hall, 70 Maple Street, Manistee, Michigan 49660. MEMBERS PRESENT: Dale Cooper, Lynda Beaton, Roger Zielinski, Robert Goodspeed, James Smith, Mark Wittlieff MEMBERS ABSENT: Erin Pontiac ALSO PRESENT: City Manager, Department Directors, City Attorney, Media, Public Public Comments. None Discussion on Signage Around Kennedy School. Councilmember Mark Wittlieff requested an opportunity this evening to discuss traffic control and signage around Kennedy School and others. City Engineers Spicer Group prepared some cost research for traffic lights and school zone signs. CONSENSUS: Emphasis on increased markings at crosswalks and improve signage. Reduce number of crosswalks on Maple Street. Increase police presence and enforcement. Discussion on Historic District Commission. Mayor Pro- Tern Roger Zielinski requested an opportunity to discuss the Historic District Commission. His concern is with applicants at Historic District Commission getting unrealistic, expensive requirements and leave frustrated/ angry/upset. Impedes development in downtown. City Attorney discussed options available to Council. CONSENSUS: Present outline of steps/ decisions to form a study commission to discuss Historic District boundaries, timeline for process and recommendations/ options for populating a study commission. Continued Discussion on Medical Marijuana. City Council discussed a request from Mark Quinn regarding the Medical Marijuana Act at the work session of May 9, 2017. Council continued their discussion this evening. City Attorney reviewed the Medical Marijuana Act with Council. Some discussion on the possibility of recreational use of marijuana approval in 2018 or 2019. CONSENSUS: No ordinance authorizing marijuana operations as per State law.
