PROCEEDINGS OF THE MANISTEE CITY COUNCIL – AUGUST 15, 2017 A regular meeting of the Manistee City Council was called to order by his honor, Mayor James Smith on Tuesday, August 15, 2017 at 7:00 p.m. in the City Hall Council Chambers, 70 Maple Street, followed by the Pledge of Allegiance. PRESENT: Dale Cooper, Robert Goodspeed, and James Smith. ABSENT: Lynda Beaton, Roger Zielinski, Mark Wittlieff, and Erin Pontiac. ALSO PRESENT: City Attorney – George Saylor, City Clerk – Michelle Wright, Finance Director – Edward Bradford, Public Safety Director – Tim Kozal, and City Engineer – Shawn Middleton / Spicer Group. A quorum was not present, therefore no action was taken on agenda items. CITIZEN COMMENTS ON AGENDA RELATED ITEMS. None received. PRESENTATION GIVEN REGARDING THE NOTICE OF INTENT FOR THE ISSUANCE OF WATER AND SEWER REVENUE BONDS IN ONE OR MORE SERIES IN THE PRINCIPAL AMOUNT NOT TO EXCEED $25,000,000. Patrick McGow of Miller Canfield spoke briefly on the bonding process; first step is the Notice of Intent resolution; tight time table. Smith asked City Engineer how much investigative work still needs to be done. Middleton responded. A REPORT FROM THE MANISTEE COUNTY HISTORICAL MUSEUM / HISTORIC DISTRICT AND MANISTEE AREA CHAMBER OF COMMERCE. Mr. Mark Fedder reported on the activities of the Manistee County Historical Museum / Historic District and responded to questions the Council had regarding their activities. Ms. Stacie Bytwork reported on the activities of the Manistee Area Chamber of Commerce and responded to questions the Council had regarding their activities. CITIZEN COMMENT. Birney Summers, Commander, DAV Chapter #43 – Asked if it was ok to proceed with upcoming fundraising activities; informed council of various projects that they perform in the community.
