COUNCIL ORDINANCE COMMITTEE MEETING MINUTES OF JULY 30, 2018 A meeting of the Manistee City Council Ordinance Committee was held on Monday, July 30, 2018 in the Second Floor Conference Room, City Hall, 70 Maple Street, Manistee, Michigan 49660. Chair Jim Grabowski called the meeting to order at 4:45 p.m. MEMBERS PRESENT: Jim Grabowski, Dale Cooper, Chip Goodspeed MEMBERS ABSENT: None OTHERS PRESENT: City Manager Thad Taylor, City Attorney George Saylor, Planning & Zoning Administrator Denise Blakeslee, Public Safety Director Tim Kozal, Jim Smith and Roger Zielinski Public Comments – None Discussion on Chapter 1024 – Animals on Riverwalk. Staff prepared ordinance language to amend Chapter 1024 regarding dogs on the Riverwalk. Dogs have been prohibited in the past but only through policy. Enforcement is stronger having language in an ordinance. The ordinance could be waived for special events like the Strut Your Mutt fundraiser. CONSENSUS: The Ordinance Committee recommended taking this ordinance amendment to full Council for consideration. Discussion on DDA Zoning Amendment Z18-07. The DDA Business Development Committee reviewed uses within the C-3 zoning district to identify opportunities to encourage economic growth. The Planning Commission held a public hearing and reviewed the proposed changes to Article 3: Districts Dimensional Standards Uses Table and Zoning Map, and Article 15: C-3 Central Business District and recommends approval. CONSENSUS: The Ordinance Committee recommended taking ordinance amendments to full Council for consideration. Discussion on Chapter 1060 – River Street Refuse Bags. Staff prepared ordinance language to amend Section 1060.08 adding language to prohibit the use of plastic bags, limiting the district to the use of only sealed receptacles or containers in the Central Business District. After noting that there are residential properties in the district, the City Attorney advised that he would add language that clarifies that this regulation only pertains to commercial properties. Jim Smith – Trash is an issue in more than just the Central Business District. Noted furniture, mattresses, TVs, etc. being put out on the curb. Staff responded that the first trash pickup of the month allows homeowners to place one large item out for pickup.
