COUNCIL ORDINANCE COMMITTEE MEETING MINUTES OF JULY 25, 2019 A meeting of the Manistee City Council Ordinance Committee was called to order by the Chair at 4:30 p.m. on Thursday, July 25, 2019 in the Second Floor Conference Room, City Hall, 70 Maple Street, Manistee, Michigan 49660. MEMBERS PRESENT: Lynda Beaton, Dale Cooper, Chip Goodspeed MEMBERS ABSENT: None OTHERS PRESENT: Public Safety Director Tim Kozal, Finance Director Ed Bradford, Art Periard, Hank Minster Public Comments – Mr. Periard and Mr. Minster came in support of the golf cart ordinance. Discussion on Chapter 460 Golf Carts. City Council was approached at the July 9, 2019 work session to consider allowing use of golf carts on City streets. Staff was directed to draft an ordinance. A draft ordinance was prepared by the City Attorney and was reviewed and discussed Tim Kozal and the Ordinance Committee. The ordinance requires vehicles to be registered. CONSENSUS: The Ordinance Committee recommends that Chapter 460 Golf Carts be taken to full Council at a future date for consideration. Discussion on Chapter 674 Safety Sanitation & Health (Open Burning). Amendments were presented to City Council and were not adopted. Chair Lynda Beaton requested additional discussion by the Ordinance Committee on this subject for clarification. The City has adopted the International Fire Code. CONSENSUS: The Ordinance Committee recommends no further action on this item. Discussion on Chapter 1420 State Construction Code. This item was added to the agenda before the start of the meeting. The City signed an agreement in May with SafeBuilt to perform building plan review and inspection services. The company is preparing a request to the State of Michigan Construction Code Commission that would allow the City to perform these services instead of the State. Part of that package requires the City to adopt an ordinance that covers enforcement, fees, appeals, and the designation of a code official. The ordinance under consideration is similar to the one repealed when the City moved to the State program. CONSENSUS: The Ordinance Committee recommends that Chapter 1420 State Construction Code be taken to full Council at a future date for consideration.
