PROCEEDINGS OF THE MANISTEE CITY COUNCIL – OCTOBER 20, 2020 A regular meeting of the Manistee City Council was called to order by his honor, Mayor Roger Zielinski on Tuesday, October 20, 2020 at 7:00 pm in the Ramsdell Theatre, 101 Maple Street, followed by the Pledge of Allegiance. PRESENT: Dale Cooper, Lynda Beaton, Roger Zielinski, Jermaine Cipcic, Michael Szymanski, James Grabowski, and Erin Martin-Pontiac ABSENT: None ALSO PRESENT: City Manager – Thad Taylor, City Attorney – George Saylor, City Clerk – Heather Pefley, DPW Director – Jeff Mikula, Finance Director – Ed Bradford, Planning & Zoning Administrator – Mike Szokola, Police Chief – Josh Glass, Fire Chief – Mark Cameron, and City Engineer – Shawn Middleton CITIZEN COMMENTS ON AGENDA RELATED ITEMS Joy Smith, 164 Harrison Street / spoke in support of the temporary activity permit for ECHO His Love and hopes Council will support this program. Robin Paulus, 525 Michael Street – ECHO His Love Executive Director / provided background on the homeless ministry including people served by the program, procedures followed, and the maximum number of people allowed each night. Lisa Clark, 225 2nd Avenue – ECHO His Love, Director of Safe Harbor / spoke in favor of the temporary activity permit for ECHO His Love. Shane Machen, 622 Ramsdell Street / expressed her support for the temporary activity permit for ECHO His Love and asked for Council consideration. Cinthia Parrington, 237 6th Avenue Apt. 208 / spoke in support of the temporary activity permit for ECHO His Love and shared how the program provided her shelter and assistance with finding an apartment. Joyce Reed, 177 8th Street / offered support for the temporary activity permit for ECHO His Love and thanked Council for their consideration. CONSENT AGENDA • Minutes - October 6, 2020 Regular Meeting - October 13, 2020 Work Session • Financial Reports - Payroll September 2020 - Invoices September 2020 • Notification Regarding Next Work Session – November 24, 2020, 7:00 pm A discussion will be conducted on refuse billing in the Downtown District and Marihuana Licenses; and such business as may come before Council. | Page 1 PROCEEDINGS OF THE MANISTEE CITY COUNCIL – OCTOBER 20, 2020 MOTION by Cooper, second by Grabowski to approve the Consent Agenda as presented. With a roll call vote this motion passed unanimously. AYES: Cooper, Beaton, Zielinski, Cipcic, Szymanski, Grabowski, and Martin-Pontiac NAYS: None CONSIDERATION OF APPROVING A TEMPORARY ACTIVITY PERMIT TO ECHO HIS LOVE TO ALLOW FOR THE SHELTERING OF THE HOMELESS POPULATION IN THE CITY OF MANISTEE AT ONE LOCATION THROUGHOUT THE WINTER. ECHO His Love is requesting a Temporary Activity Permit to allow for the sheltering of the Manistee homeless at one location throughout the winter; Temporary Activity Permits must be approved by City Council. This would allow for the homeless in the City of Manistee to be sheltered for 5 months, from November 2, 2020 until April 2, 2021, at ECHO His Love main campus, located at 525 Michael Street. Typically, the homeless are sheltered by rotating churches throughout the winter, but due to COVID-19 this cannot take place over the 2020-2021 Winter. Temporary Activity Permits are allowable via the Zoning Ordinance Section 522 and Section 507. MOTION by Beaton, second by Martin-Pontiac to approve a Temporary Activity Permit to ECHO His Love to allow for the sheltering of the homeless population in Manistee at one location throughout the winter. With a roll call vote this motion passed unanimously. AYES: Cooper, Beaton, Zielinski, Cipcic, Szymanski, Grabowski, and Martin-Pontiac NAYS: None CITIZEN COMMENT Joy Smith, 164 Harrison Street / thanked Council for their approval of the temporary activity permit for ECHO His Love. OFFICIALS AND STAFF None COUNCILMEMBERS Beaton asked for an update on the completion of the work on the Northside. Mikula responded with information on projects.
