AYES: Bachman, Beaton, Zielinski, Sullivan, Szymanski, and Grabowski NAYS: None CONSIDERATION OF HOLDING THE RUN THE PIER 5K RUN/WALK ON SATURDAY, AUGUST 14, 2021 FROM 8:30 P.M. - 11:00 P.M. THE RACE WOULD TAKE CITY STREETS FROM VETERANS MEMORIAL PARK, WEST TO THE 5TH AVENUE PIER, AROUND THE LIGHTHOUSE AND THEN RETURN TO VETERANS MEMORIAL PARK The Run the Pier 5k run/walk will be held on Saturday, August 14, 2021 and would commence at the Veterans Memorial Park with street closures of approximately one hour to include 5th Avenue at Washington Street, west to Monroe, north on Monroe and the westbound lane of Lakeshore Drive. After the race, an event tent with beer and non-alcoholic beverages, food and live music in the Memorial Park parking lot would be held. This event would be held from 8:30 p.m. - 11:00 p.m. MOTION by Szymanski, second by Sullivan to approve the Run the Pier 5k run/walk on Saturday, August 14, 2021 from 8:30 p.m. - 11:00 p.m. MOTION by Szymanski, second by Sullivan to AMEND the original motion to approve the Run the Pier 5k run/walk on Saturday, August 14, 2021 from 8:30 p.m. – 11:00 p.m. subject to compliance with Health Department requirements according to the nature and size of public gatherings. With a roll call vote this motion to amend the original motion passed, 5-1. AYES: Beaton, Zielinski, Sullivan, Szymanski, and Grabowski NAYS: Bachman With a roll call vote the amended motion passed, 5-1. AYES: Beaton, Zielinski, Sullivan, Szymanski, and Grabowski NAYS: Bachman CONSIDERATION OF ORDINANCE 21-13 Ordinance 21-13 will declare a State of Emergency in the City of Manistee pursuant to MCL15.263 and require meetings of City Council and all Boards and Commissions to be held remotely. | Page 2  PROCEEDINGS OF THE MANISTEE CITY COUNCIL – APRIL 6, 2021 MOTION by Bachman, second by Szymanski to adopt Ordinance 21-13. With a roll call vote this motion passed, 5-1. AYES: Bachman, Beaton, Zielinski, Sullivan, and Szymanski NAYS: Grabowski CONSIDERATION OF ORDINANCE 21-09 TO AMEND CHAPTER 1482, RESIDENTIAL RENTAL PROPERTIES, OF THE CITY OF MANISTEE, MICHIGAN CODIFIED ORDINANCES Ordinance 21-09 would amend Chapter 1482 by a definition of property, require that property not be in violation of Chapter 650, Blight, or any other City ordinance, require that the property owner have valid homeowner’s insurance, change the frequency of inspections from three years to two years, and add language for revocation of the Certificate of Compliance. As an ordinance two separate readings are required, if this ordinance is introduced at this time it could be adopted at the next regular meeting. MOTION by Grabowski, second by Sullivan to introduce Ordinance 21-09 amending Chapter 1482, Residential Rental Properties. With a roll call vote this motion passed unanimously. AYES: Bachman, Beaton, Zielinski, Sullivan, Szymanski, and Grabowski NAYS: None CONSIDERATION OF APPROVING A RESOLUTION SUPPORTING AN UPDATE TO THE COUNTY-WIDE PARK AND RECREATION PLAN The City of Manistee participated in the previous creation of County-Wide Parks and Recreation Plans. These plans are submitted to the Michigan Department of Natural Resources and require updating every five years. Networks Northwest will be coordinating the efforts to create the updated plan. The City’s cost to participate is $1,500. MOTION by Szymanski, second by Grabowski approve a resolution supporting an update of the Manistee County-Wide Parks and Recreation Plan and authorize the Mayor and Clerk to sign the resolution. With a roll call vote this motion passed unanimously. AYES: Bachman, Beaton, Zielinski, Sullivan, Szymanski, and Grabowski NAYS: None | Page 3  PROCEEDINGS OF THE MANISTEE CITY COUNCIL – APRIL 6, 2021 CONSIDERATION OF GRANTING AN EASEMENT TO CONSUMER’S ENERGY TO ALLOW AN INSTALLATION OF A NEW SERVICE LINE TO 440 RIVER STREET The owners of 440 River Street need an upgraded electrical service line. Consumer’s Energy has determined the most effective and efficient way to accommodate the request is to directional bore a path for the new service line from a point west of the City Marina to 440 River Street. The proposed path for the directional bore traverses City property and Consumer’s Energy requires an easement. MOTION by Sullivan, second by Beaton to authorize the Mayor and City Clerk to sign the easement document. With a roll call vote this motion passed unanimously. AYES: Bachman, Beaton, Zielinski, Sullivan, Szymanski, and Grabowski NAYS: None A REPORT FROM CITY OF MANISTEE HOUSING COMMISSION Mr. Clinton McKinven-Copus reported on the activities of the City of Manistee Housing Commission and responded to questions the Council had regarding their activities. Mr. McKinven-Copus updated Council on the Rental Assistance Demonstration (RAD) conversion taking place at Century Terrace and Harborview apartments. Construction is expected to begin in September 2021 and be completed in November 2022. INTRODUCTION OF THE FISCAL YEAR 2021-2022 BUDGET Administration has prepared the proposed 2021-2022 Fiscal Year Budget. The Finance Director gave a brief introduction of the City Manager’s budget recommendations to City Council and the Community. The public hearing to review these budget recommendations and receive public input on them has been scheduled for Tuesday, April 20, 2021. Various work sessions have been established: a regular work session on Tuesday, April 13 and an optional work session on Tuesday, April 27. CITIZEN COMMENT None OFFICIALS AND STAFF City Manager Taylor reported Council is invited to attend a Coastal Research Group workshop being held on April 15, 2021.
