MANISTEE CITY COUNCIL WORK SESSION MINUTES OF MAY 11, 2021 The Manistee City Council met in a work session on Tuesday, May 11, 2021, at 7:00 p.m., remotely as authorized by the Opens Meeting Act (MCL 15.263a). MEMBERS PRESENT: David Bachman – attending remotely from City of Manistee, Manistee County, MI Lynda Beaton – attending remotely from City of Manistee, Manistee County, MI Roger Zielinski – attending remotely from City of Manistee, Manistee County, MI Jermaine Sullivan – attending remotely from City of Manistee, Manistee County, MI Michael Szymanski - attending remotely from City of Manistee, Manistee County, MI James Grabowski – attending remotely from City of Manistee, Manistee County, MI Erin Martin Pontiac – attending remotely from City of Manistee, Manistee County, MI MEMBERS ABSENT: None ALSO PRESENT: City Manager, Department Directors, and Public PUBLIC COMMENTS: Kerry Gavigan, 380 First St. – spoke against increasing the frequency of rental inspections and would like more time to come up with alternatives. Therran Ferguson, 510 Fairview Ave. – asked Council to delay a decision on amending the rental ordinance until more input from property owners is received. PRESENTATION AND DISCUSSION ON GRANICUS – Bruce McCaskill, Granicus Account Executive presented information about services his company provides to municipalities to better manage rental properties. Mr. McCaskill presented the following information: • Currently Granicus works with 16 Michigan municipalities • Granicus scans 65 web platforms for current rental information • Manistee currently has 102 short term rentals • Manistee saw 63% growth in rentals year over year • Granicus provides rental unit records • Different reporting options are available • Costs/Pricing Council Work Session –May 11, 2021 Page 1 • 90% of Granicus customers are self-funded through registration fees CONSENSUS: Council directed Staff to attempt to locate additional companies that provide similar services to meet the City’s purchasing policy of obtaining three quotes while continuing to move forward with formulating a short term rental ordinance. DISCUSSION ON SAFEBUILT BUILDING PERMITS – City Manager Thad N. Taylor led a discussion along with Steve Haugen and Kellie Lindsey of SAFEbuilt on building permits. Discussion included: • Explanation of building codes • Clarification of regular maintenance vs construction requiring permits • Rental building permits • City’s ability to add more restrictive requirements to rental ordinance • Fee schedule • Approximately 1,100 current rental properties enrolled in the rental program • New process to distinguish short term vs long term rentals • Approximately 2-3 dozen rental inspections have been completed year to date • Incentives for compliance DISCUSSION ON RESIDENTIAL RENTAL ORDINANCE – City Manager Thad N. Taylor led a discussion on the residential rental ordinance which was tabled from a previous Council meeting. Discussion included possible differing inspection frequencies based on level of compliance, obtaining input from the building inspector, and identifying blight issues during inspections. CONSENSUS: Taylor will meet with building inspector Mr. Haugen to formulate recommendations for a revised residential rental ordinance to present at a future work session. OTHER: Sullivan asked for clarification of the interview process for the City Manager. MANISTEE CITY COUNCIL WORK SESSION AGENDA Tuesday, May 11, 2021 - 7:00 p.m. – Virtual Meeting Good evening. Today is Tuesday, May 11, 2021. I am Heather Pefley, Clerk for the City of Manistee. The City Council’s May 11, 2021, Work Session, being conducted remotely; where all members of the City Council are in separate locations and not at the City Hall Council Chambers; will be called to order by Mayor Roger Zielinski shortly. As always, this work session is being recorded and will be broadcast on Manistee TV Cable Channels 189/190 and available at manisteetv.org. City Council and City staff will have video and audio available for this work session, members of the public will be audio only. The microphones of all members of the City Council, the City Manager, City Attorney, and City Clerk will always be live unless there is an audio disruption. Mayor Zielinski, we are ready to proceed with the work session. I. Call to Order. a.) ROLL CALL. II. Work Session Items. a.) PUBLIC COMMENTS ON WORK SESSION RELATED ITEMS. Each person waiting in the virtual waiting room will be called individually by the City Clerk by the last four digits of their telephone number. Individuals will be asked if they have a comment or if they are passing. It is very important that those giving comment have a good phone connection and no sound or noise in the background (televisions and all forms of audio should be muted); otherwise, there will be disruptive audio. If the issue cannot be corrected by the caller, we will move on to the next person in line. We will now take public comments.
