PROCEEDINGS OF THE MANISTEE CITY COUNCIL – JUNE 22, 2021
A special meeting of the Manistee City Council was called to order by his honor, Mayor Roger Zielinski on
Tuesday, June 22, 2021, at 6:00 p.m. in the Ramsdell Theatre, 101 Maple Street, followed by the Pledge of
Allegiance.
PRESENT: David Bachman, Lynda Beaton, Roger Zielinski, Jermaine Sullivan, Michael Szymanski,
James Grabowski, and Erin Martin Pontiac
ABSENT: None
ALSO PRESENT: City Manager – Thad Taylor, City Attorney – George Saylor, Deputy City Clerk – Lora
Laurain, and Police Chief – Josh Glass
AMEND AGENDA
MOTION by Martin Pontiac, second by Bachman to amend the Agenda to add items IV d.) Council has received
information from the Michigan Municipal League regarding potential candidates for the City Manager position
that were not interviewed and whose request for confidentiality must still be maintained. If Council desires
to discuss potential candidates who have requested confidentiality it should proceed into Closed Session as
provided in section 8 (f) of the Michigan Open Meetings Act and e.) Consideration of directing the Michigan
Municipal League (MML) to contact selected applicants to determine their interest in interviewing for the
position of City Manager, allowing action by Council on these additional items.
With a roll call vote this motion passed unanimously.

PROFILING SESSION WITH CITY COUNCIL AS PART OF THE PROCESS FOR IDENTIFYING A NEW CITY MANAGER
– Michigan Municipal League Search Facilitator Glenn Anderson
Council held a discussion on how to proceed with the search for a new City Manager. Consensus was to
consider additional applicants who had not been interviewed during the previous round of interviews and to
possibly call back applicants for a second interview.

Grabowski asked for clarification on a letter received regarding the Ad Hoc Blight Committee.
COUNCIL HAS RECEIVED INFORMATION FROM THE MICHIGAN MUNICIPAL LEAGUE REGARDING POTENTIAL
CANDIDATES FOR THE CITY MANAGER POSITION THAT WERE NOT INTERVIEWED AND WHOSE REQUEST
FOR CONFIDENTIALITY MUST STILL BE MAINTAINED. IF COUNCIL DESIRES TO DISCUSS POTENTIAL
CANDIDATES WHO HAVE REQUESTED CONFIDENTIALITY IT SHOULD PROCEED INTO CLOSED SESSION AS
PROVIDED IN SECTION 8 (F) OF THE MICHIGAN OPEN MEETINGS ACT.

MOTION by Beaton, second by Sullivan to proceed into Closed Session under Section 8 (f) of the Michigan
Open Meetings Act to review and consider the contents of applications for employment as City Manager
where the applicants have requested confidentiality. Time 6:11 p.m.
With a roll call vote this motion passed unanimously.

RETURN TO OPEN SESSION – Time 6:34 p.m.
CONSIDERATION OF DIRECTING THE MICHIGAN MUNICIPAL LEAGUE (MML) TO CONTACT SELECTED
APPLICANTS TO DETERMINE THEIR INTEREST IN INTERVIEWING FOR THE POSITION OF CITY MANAGER
MOTION by Martin Pontiac, second by Sullivan to direct the MML Facilitator to contact applicant numbers 14
and 17 to determine their interest in interviewing for the position of City Manager and to schedule a second
interview with William Gambill.
With a roll call vote this motion passed unanimously.
