MANISTEE CITY COUNCIL WORK SESSION MINUTES OF AUGUST 10, 2021 The Manistee City Council met in a work session on Tuesday, August 10, 2021, at 7:00 p.m., in the City Hall Council Chambers, 70 Maple Street, Manistee, Michigan 49660. MEMBERS PRESENT: David Bachman, Lynda Beaton, Cindy Lundberg, Michael Szymanski, James Grabowski, and Erin Martin Pontiac MEMBERS ABSENT: Jermaine Sullivan ALSO PRESENT: Interim City Manager, Department Directors, and Public PUBLIC COMMENTS: None PRESENTATION BY CITY OF MANISTEE HOUSING COMMISSION ON RAD CONVERSION OF SCATTERED SITE HOUSING – Clinton McKinven-Copus, City of Manistee Housing Commission Executive Director and Jonathan Nesburg of Commonwealth Development Corporation gave a presentation on the proposed Lake Winds Apartment Homes Development. Presentation included: • Location of project • Project Details • Timeline • Unit Mix • Accessibility and design • Request for PILOT and MSA • List of scattered sites to be sold/demolished • Management of property • Rental rates/ household income requirements CONSENSUS: PILOT and MSA request will be placed on an agenda in September for Council consideration. Plans for development to be presented to Council. UPDATE ON AMERICAN RESCUE PLAN – Interim City Manager/CFO Ed Bradford provided an update on the American Rescue Plan Act funds. As a non-entitlement local unit of government, the City has requested the funding from the State per the guidelines and portal established by the State Treasury Department. The anticipated amount to be received by the City is $639,944 which is to be split into two payments. The first payment is expected in the next few months with the second to follow in 12 months. Discussion included: • Four categories for fund use: 1. Response to public health emergency or its negative economic impact. 2. Provide premium pay for essential workers, within caps. 3. Provide government services to the extent of revenue lost. 4. Make necessary investments in the water, sewer, or broadband infrastructure. Council Work Session –August 10, 2021 Page 1 • More information still coming • No need to rush decisions on fund use • Timeline to spend funds RIVERWALK MAINTENANCE - Mayor Lynda Beaton led the discussion on the maintenance and current condition of the Riverwalk. DPW Director Jeff Mikula responded to questions Council had regarding maintenance. Discussion included: • Resident volunteers • Deterioration of Riverwalk and Veterans Memorial Park • Safety concerns • List of DDA/Riverwalk Maintenance performed January-July 2021 • History of Riverwalk maintenance o Seasonal parks workers o Contracted services o Current agreement with DDA • Budgeting resources needed • Guidance for power washing wood structure • Possible use of lower maintenance materials • Treatment of invasive Japanese Knotweed • Aesthetics • Plan development for maintenance of Riverwalk Adjourned at 8:30 p.m. Respectfully submitted, Heather Pefley CMC / MiPMC City Clerk Council Work Session –August 10, 2021 Page 2
