STUDY SESSION
MINUTES OF OCTOBER 11, 2022
The Manistee City Council met in a study session on Tuesday, October 11, 2022, at 7:22p.m., following the
special meeting scheduled at 7:00p.m., in the City Hall Council Chambers, 70 Maple Street, Manistee,
Michigan 49660.
MEMBERS PRESENT: Lynda Beaton, Cindy Lundberg, Jermaine Sullivan, Michael Szymanski,
James Grabowski, and Erin Martin Pontiac
MEMBERS ABSENT: David Bachman
ALSO PRESENT: City Manager, Department Directors, Public, and Media
PUBLIC COMMENTS ON STUDY SESSION RELATED ITEMS.
None received.
DISCUSSION ON THE CITY OF MANISTEE HOUSING COMMISSION – Housing Commission Executive
Director Clinton McKinven-Copus and Jonathan Nesburg, Commonwealth Development updated Council
on the RAD conversion project and answered questions regarding policies and procedures.
Discussion included:
• How/when Century Terrace & Harbor View moved from Senior Housing to General Population
• Majority of current occupants are senior, elderly, or disabled
• Approximately 5 percent of current occupants do not meet one of these criteria
• Wait list preference is given to those who meet these criteria
• Policy & procedure for smoking and drug use in the buildings
• Complaints
• House Rules
• Resident Council – outreach to assist residents / increase communications
• Why residents were not moved back to their original apartments after renovations
• 80 percent of residents are in their new units
• Target completion date for remaining units is the end of 2022
• Currently at 60 percent occupancy
• Bed bug issue and treatment plan strategy
• Housing Commission meeting recordings
• Financial Statements
DISCUSSION ON COMMERCIAL REHABILITATION DISTRICT – Economic Director Marc Miller, City Manager
William Gambill, and Finance Director Ed Bradford spoke to Council about establishing a contiguous
Commercial Rehabilitation District and Obsolete Property Rehabilitation District. A map of the proposed
area for district was presented for review.
Discussion included:
• Process for Commercial Rehabilitation (CRA) and Obsolete Property Rehabilitation (OPRA)
• Interest from developers to take on obsolete properties

• Struggles due to increased construction costs and interest rates
• Create CRA/OPRA districts where you want to see development
• Taxable value of areas to be included in the district
• Tax incentives attract investment into the community
• Additional discussion is planned with DDA
• Approval of district would be presented to Council at a future meeting
