PROCEEDINGS OF THE MANISTEE CITY COUNCIL – NOVEMBER 1, 2022 A regular meeting of the Manistee City Council was called to order by her honor, Mayor Lynda Beaton on Tuesday, November 1, 2022, at 7:00 p.m. in the City Hall Council Chambers, 70 Maple Street, followed by the Pledge of Allegiance. PRESENT: David Bachman, Lynda Beaton, Cindy Lundberg, Jermaine Sullivan, Michael Szymanski, James Grabowski, and Erin Martin Pontiac ABSENT: None ALSO PRESENT: City Manager – Bill Gambill, City Attorney – George Saylor, City Clerk – Heather Pefley, Police Chief – Josh Glass, and Fire Chief – Mark Cameron CITIZEN COMMENTS ON AGENDA RELATED ITEMS None received. CONSENT AGENDA • Minutes October 11, 2022 Special Meeting/ Study Session October 18, 2022 Regular Meeting/ Closed Session • Financial Reports Cash Balances September 2022 Revenue & Expenses September 2022 • Notification Regarding Next Study Session – Wednesday, November 9, 2022, at 7:00 p.m. A discussion will be conducted on City Emergency Medical Services; and such business as may come before Council. MOTION by Grabowski, second by Szymanski, to approve the Consent Agenda as presented. With a roll call vote this motion passed unanimously. AYES: Bachman, Beaton, Lundberg, Sullivan, Szymanski, Grabowski, and Martin Pontiac NAYS: None CONSIDERATION OF UPDATING CITY COUNCIL POLICY CP-20 FOIA PROCEDURES AND GUIDELINES. In December of 2018 the State of Michigan passed two amendments to the Freedom of Information Act. The updates to the City Council Policy CP-20 would reflect these amendments. In addition to the amendment updates, clarifying language has been added to Section 5: Calculation of Fees, and Section 6: Waiver of Fees. MOTION by Bachman, second by Grabowski to approve the updates to City Council Policy CP-20 FOIA Procedures and Guidelines. Ms. Kelly Tomaszewski reported on the activities of Munson Healthcare Manistee Hospital and responded to any questions the Council had regarding their activities. CITIZEN COMMENT Vern Johnson, Manistee / commented on the FOIA policy. OFFICIALS AND STAFF Gambill gave an update on the Quincy/Cleveland Street project and stated City Hall will be open this Saturday from 8-4 for voter registration and absent voter ballots. Glass stated there were no major incidents during Halloween. COUNCILMEMBERS Bachman thanked Councilmember Szymanski for his years of service on Council and wished all well on the upcoming election. Lundberg inquired when the road closure signs and barricades from the Memorial Drive project would be picked up and expressed concerns regarding HDC requirements for local businesses. Martin Pontiac commented on leaf pickup starting next week on November 7th and inquired about alternate parking notices and warnings. Grabowski inquired if better snow fencing could be purchased and notified Council of a photo to be taken this Saturday at 11:00 a.m. at Sands Park for the dedication of the new equipment shed. Szymanski offered his appreciation to the citizens of Manistee, fellow Councilmembers, and city staff; stated it has been an honor to serve for the last four years. Beaton expressed concerns with comments made at the last Housing Commission meeting and commented on the tenant association discussed at the previous study session.
