ORDINANCE COMMITTEE MEETING MINUTES OF OCTOBER 16, 2023 A meeting of the Manistee City Council Ordinance Committee was held on Monday, October 16, 2023, at 10:00 a.m. in the Second Floor Conference Room, City Hall, 70 Maple Street, Manistee MI 49660. MEMBERS PRESENT: Jermaine Sullivan, James Grabowski, David Bachman OTHERS PRESENT: City Manager William Gambill Discussion on Chapter 430 Parking Generally: • Attachment – Ordinance to Amend – approved of change. • Add Parklet Language – would like to see specific language for parklets. Requests should continue to run through the DDA for Administrative Approval – language should be included in the ordinance. • Publish fees in the next budget. Discussion on Chapter 606 Animals: • Attachment – Ordinance to Amend – would like to see language added to prohibit all open feeding of animals (water bowls okay). Otherwise looks good and should continue to move forward. • Dogs in the Downtown – no need to address. Discussion on Chapter 650 Anti-Blight: • Language is already in the ordinance to put on tax roll. Would like to see it put on the tax rolls, if possible. Review with City Attorney. • Combine Blight and Nuisance Abetment ordinances. Discussion on Chapter 692 Weeds: • Change notice time from 7 days to 4 days. • Need more enforcement. • Check the operational procedure with the DPW. Discussion on Chapter 850 Business Registration: • Attachment – Ordinance to Amend – remove the word permanent. Discussion on Chapter 1024 Sidewalks and Riverwalk, Chapter 674 Safety, Sanitation and Health: Still in progress. Add to November study session. • Remove from Snow Removal from business district/private property from Chapter 674 and only include in Chapter 1024. Combine these chapters where appropriate. • Require residents to remove snow from sidewalks – enforcement will be complaint based. • Add depth of snow requirement – 4 inches. City would declare a snow event after 4 inches. • Sidewalk replacement 50/50 split. • Add sidewalk inspections, performed by the City engineer, before sale of property and necessary replacement costs come out of sale proceeds. Review City of Ludington language. Discussion on Chapter 1040 Utilities: • Attachment – Ordinance to Amend – approved as presented. Discussion on Chapter 1482 or new ordinance to address Short-Term Rentals: • Would like Housing North and the Assessor to make specific recommendations for a short- term rental ordinance. • Grandfather in all registered in City rental program – until sold. • Need an amount allowed in the City – 30 suggested (condos and central business district would be excluded). Would like the attorney to take a look at Chapter 674 – can these be combined in other chapters. Lots of redundancies with blight and nuisance chapters. • Removal coal. • Remove firewood in ROW. • Remove all obsolete language.
