PROCEEDINGS OF THE MANISTEE CITY COUNCIL – MARCH 5, 2024
A regular meeting of the Manistee City Council was called to order by her honor, Mayor Jermaine
Sullivan on Tuesday, March 5, 2024, at 7:00 p.m. in the City Hall Council Chambers, 70 Maple Street,
followed by the Pledge of Allegiance.
PRESENT: David Bachman, Wesley Smith, Jermaine Sullivan, Seth Pratt, James Grabowski,
and Erin Martin Pontiac

MICHIGAN ASSOCIATION OF CHIEFS OF POLICE ACCREDITATION PRESENTATION.
Chief Josh Glass and the Manistee City Police Department were honored by the Michigan Association
of Chiefs of Police for their accomplishment in achieving their law enforcement accreditation and
presented with the Certificate of Accreditation.
CONSIDERATION OF THE LOCAL REVENUE SHARING BOARD GRANT APPLICATIONS.
The Local Revenue Sharing Board (LRSB) distributes 2% money from the Little River Casino. The
deadline for 2024 Cycle I applications is Friday, March 8, 2024, at 5:00 p.m. City staff has prepared
three grant applications for submission to the Local Revenue Sharing Board. This agenda item will
include three separate motions, one for each grant application.
MOTION by Pratt, second by Martin Pontiac to authorize the submission of a grant application to the
Local Revenue Sharing Board for the Fire Department in the amount of $2,604.00 for Kidde Fire
Extinguishers for homes for distribution through various public education events.
With a roll call vote this motion passed unanimously.

MOTION by Pratt, second by Grabowski to authorize the submission of a grant application to the Local
Revenue Sharing Board for the Fire Department in the amount of $8,689.99 for exercise equipment
updates.

MOTION by Bachman, second by Smith to authorize the submission of a grant application to the Local
Revenue Sharing Board for the Police Department in the amount of $21,909.18 for ballistic vests.

CONSIDERATION OF AN AGREEMENT TO PARTICIPATE IN THE MANISTEE COUNTY HOUSEHOLD
HAZARDOUS WASTE PROGRAM.
The City of Manistee has participated in the Manistee County Household Hazardous Waste program
for many years. The program provides residents an avenue to safely dispose of hazardous materials.
This event is typically held at the County Road Commission on the third Saturday of August, this year
scheduled for Saturday, August 17, 2024. The request includes a $2,503.60 contribution from the City

based on the City population. The committee has set the rates for each participating community at
$0.40 per capita.
MOTION by Grabowski, second by Martin Pontiac to approve the contract with Manistee, Mason-
Lake, and Oceana Conservation Districts and authorize the City Manager to execute the agreement.

CONSIDERATION OF APPLICATIONS TO BOARDS AND COMMISSIONS.
The City Clerk has taken action to advertise vacancies on the Board of Review, Compensation
Commission, Harbor Commission, Historic District Commission, Parks Commission, PEG Commission,
and Tree Commission.
Mayoral and Manager appointments require a motion, second and Council voted support.
Nominations for Council appointments do not require a second. After all nominations are made,
Council votes on the nominees until one nominee receives the majority support.
The following applications have been received: *Incumbent
HISTORIC DISTRICT COMMISSION – Two vacancies, one (1) term ending 02/28/2025 and one (1) term
ending 02/28/27. Purpose: Historic preservation; Council appointment.
Cheryl Stephison – 90 Park Avenue
Councilmember Pratt nominated Cheryl Stephison, 90 Park Avenue, to the Historic District
Commission term ending 2/28/27.
With a roll call vote this nomination passed unanimously.

PARKS COMMISSION – One vacancy, term ending 06/30/2025. Purpose: Advisory on parks
development, maintenance, improvements, and identifying, planning, implementing public and
private beautification projects; Mayoral appointment.

Shawn Waruszewski – 306 Sibben Street
Mayor Sullivan appointed Shawn Waruszewski, 306 Sibben Street, to the Parks Commission term
ending 06/30/2025.

MOTION by Bachman second by Martin Pontiac to support Mayor Sullivan’s appointment of Shawn
Waruszewski to the Parks Commission term ending 06/30/2025.
With a roll call vote this motion passed, 5-1 vote.

TREE COMMISSION – Three vacancies, terms ending 12/31/2026. Purpose: Oversees public
(parks/boulevards) tree program; Mayoral appointment.
Sarah Stevenson – 510 Second Street
Mayor Sullivan appointed Sarah Stevenson, 510 Second Street, to the Tree Commission term ending
12/31/2026.
MOTION by Pratt, second by Bachman to support Mayor Sullivan’s appointment of Sarah Stevenson
to the Tree Commission term ending 12/31/2026.
With a roll call vote this motion passed unanimously.

A REPORT FROM THE MANISTEE RECREATION ASSOCIATION.
Mr. Eric Thuemmel reported on the activities of the Manistee Recreation Association and responded
to questions the Council had regarding their activities.
CONSIDERATION AND PRESENTATION OF A RESOLUTION OF THANKS AND APPRECIATION, JAMES
SMITH.
This item will be moved to an upcoming agenda.

Gambill provided updates and offered appreciation to the Clerk’s department for their work on the
election and thanked Chief Glass and the police department for their hard work during the
accreditation process.
Pefley provided an election update.

thanks and appreciation to Chief Glass and the police department for their work during the
accreditation process and congratulated them on their high achievement.
