ORDINANCE COMMITTEE MEETING MINUTES OF MARCH 12, 2025 A meeting of the Manistee City Council Ordinance Committee was held on Wednesday, March 12, 2025, at 4:00 p.m. in the First Floor Conference Room, City Hall, 70 Maple Street, Manistee MI 49660. MEMBERS PRESENT: Jermaine Sullivan, Kay Keck, Julia Raddatz OTHERS PRESENT: City Manager - William Gambill, City Attorney - Blake Conklin, City Clerk – Heather Pefley Gambill started the meeting by reviewing the role of the ordinance committee with the new members. Discussion on Chapter 867 Recreational Marihuana: • Reviewed proposed updates – Bill and Blake • Review committee to consist of City Manager, City Clerk, and Police Chief • Amend language in 867.04 E.5. to allow an applicant to apply for a license with a complete Special Use Permit (SUP) application which has not yet been reviewed and issued by the Planning Commission. Issuance of a license would be contingent upon completion of the SUP. • Add item to scoring for Special Use Permit application/ permit issued • Process for withdrawing an application; deposit is non-refundable • If only one applicant, allow for recommendation to improve application with 30 days to resubmit • Revocation hearings will be handled by the committee.
