ORDINANCE COMMITTEE MEETING MINUTES OF MARCH 21, 2025 A meeting of the Manistee City Council Ordinance Committee was held on Friday, March 21, 2025, at 3 :30 p.m. in the First Floor Conference Room, City Hall, 70 Maple Street, Manistee MI 49660. MEMBERS PRESENT: Jermaine Sullivan, Kay Keck, Julia Raddatz OTHERS PRESENT: City Manager - William Gambill, City Attorney - Blake Conklin, Community Development Director - Theresa Waldo, Recording Secretary - Kelly McColl Gambill started the meeting by reviewing the March 12 meeting notes. Discussion on Chapter 867 Recreational Marihuana: • Reviewed changes made from March 12 meeting- Bill • City Attorney included changes discussed at the March 12 meeting - members approved of the changes. • Members discussed and agreed that Denial should be removed from section 867.13 Denial and Revocation - changing it to: 867.13 Revocation. • Consensus is that with the changes made from the March 12 meeting and the one additional change noted above, they are recommending amending ordinance be brought before Council for approval. Discussion on Planning Commission's STR ordinance recommendations: • Discussed liability insurance recommendation - would like it to mirror the long-term rental requirements, require liability insurance but without a minimum requirement. • $300 fee for a three-year permit cycle • Discussed 3% cap - no consensus was reached. Questions raised on whether committee has correct numbers. • Keep First Street section in exempt area. • Pg 8, (k) correct 2 to 28 nights to 1 to 28 nights. • Allow room rentals, remove section 10-244 (r) and add Room Rental to definitions. • Pg 12, (a) change response time to within 48 hours; remove Local Agent requirement. • Pg 12, remove section 10-244 (b). • Pg 14, (p)(2) add: considering the severity ofthe issue .
