PROCEEDINGS OF THE MANISTEE CITY COUNCIL – OCTOBER 21, 2025
A regular meeting of the Manistee City Council was called to order by Mayor Pro-Tem Wesley Smith,
on Tuesday, October 21, 2025, at 5:30 p.m. in the City Hall Council Chambers, 70 Maple Street,
followed by the Pledge of Allegiance.
PRESENT: Julia Raddatz, Wesley Smith, Liz Laskey, Kay Keck, James Grabowski, and Lani
Rozga
ABSENT: Jermaine Sullivan
ALSO PRESENT: City Manager – Bill Gambill, City Attorney – Blake Conklin (via Teams), City Clerk
– Heather Pefley, Police Chief – Josh Glass, Fire Chief – Tom Hernden, and City
Engineer – Shawn Middleton

LAKESHORE KEEPERS’ END OF YEAR REPORT
Jack Greve, Lakeshore Keepers Executive Director presented the 2025 Year-End Report for the
Manistee North Pierhead Light and responded to any questions from Council. The report included
the season summary, restoration efforts & progress, 2025 Community Outreach & Support, and
2026 Planning. Opening Day for the Manistee North Pierhead Light is scheduled for Memorial Day,
May 25, 2026.

CONSIDERATION OF APPROVING A THREE-YEAR AGREEMENT WITH HURON TACKLE COMPANY.
The City owns and maintains a fish cleaning station at Douglas Park/First Street Beach. The City has
contracted with Huron Tackle in the past to manage and remove the fish waste from the facility.
MOTION by Grabowski, second by Rozga to approve a three-year contract with Huron Tackle
Company for an annual amount of $7,000 and authorize the Mayor and Clerk to sign the agreement.
With a roll call vote this motion passed unanimously.

CONSIDERATION OF APPROVING A PARKING LOT LICENSE AGREEMENT WITH 401 HOLDINGS LLC.
The property owner has agreed to allow the City’s use of their lot at 401 River Street for the purpose
of a food truck court during the Victorian Sleighbell Parade and Old Christmas Weekend, Friday,
December 5 and Saturday, December 6, 2025. Set up would begin at noon on Friday and would be
open Friday evening and all day on Saturday until after the parade.
MOTION by Rozga, second by Grabowski to approve the Parking Lot License Agreement with 401
Holdings LLC and authorize the Mayor to sign the agreement.
MOTION by Laskey, second by Keck to amend the original motion to include that the food court will
not be open past 3:00 p.m. on Saturday.
With a roll call vote the motion to AMEND the original motion failed, 3-3 vote.
AYES: Laskey, Keck, and Grabowski
NAYS: Raddatz, Smith, and Rozga
