ORDINANCE COMMITTEE MEETING MINUTES OF FEBRUARY 25, 2026 A meeting of the Manistee City Council Ordinance Committee was held on Wednesday, February 25, 2026, at 2:00 p.m. in the First Floor Conference Room, City Hall, 70 Maple Street, Manistee MI 49660. MEMBERS PRESENT: Jermaine Sullivan, Kay Keck, Julie Raddatz OTHERS PRESENT: City Manager – William Gambill, City Attorney – Blake Conklin, Police Chief – Josh Glass, Code Enforcement Officer – Tim Ball, Recording Secretary – Kelly McColl Chapter 650 Junk, Blight and Inoperable Vehicles • Bill and Blake reviewed the proposed changes to Chapter 650 • International Property Code is used to regulate structural blight, though it is appropriate to have some mention of it in this chapter. • Chief Glass and Code Enforcement Officer Tim Ball provided some feedback from their perspective. • Discussed number of animals – in reference to nuisance vs limiting pets. • Discussed fines – consensus: leave fines at $250/$500. Goal is to get compliance. • Discussed various components of the ordinance. • Discussed press release to educate community on changes. City Attorney to: • Add back stacking firewood orderly • Fix any typos • Add noxious weed ordinance reference – page 4 With the above changes the Ordinance Committee is recommending update of Chapter 650 to City Council.
