HARBOR COMMISSION MINUTES MEETING OF JULY 16, 2019 A meeting of the Manistee Harbor Commission was called to order by the Chair on Tuesday, July 16, 2019 at 1:15 p.m. in the Second Floor Conference Room, City Hall, 70 Maple Street, Manistee MI 49660. Voice vote - motion carried. PUBLIC COMMENTS ON AGENDA ITEMS  None APPROVAL OF MINUTES MOTION by Tim Kozal, second by Alex Zaccanelli, to approve the minutes for June 18, 2019 as presented. Voice vote - motion carried. UNFINISHED BUSINESS Riverbank Erosion. Riverwalk repairs are underway and will be covered by insurance coverage. No Wake Zone Signs. At the previous meeting Tim Kozal reported that a survey was done of the river channel with the Sheriff’s Department. An additional 12 large signs and 8 small signs are needed along the channel. No wake zones are enforced by the Sheriff’s Department. Mr. Swedenborg requested additional discussion and would like the Harbor Commission to make recommendation to the City Council to cover the cost of the signs. There are no funds currently budgeted for signs. Harbor Commission Minutes – July 16, 2019 Page 1 MOTION by Tom Swedenborg, second by Alex Zaccanelli to make a recommendation to City Council that the City procure and install additional No Wake signs along the river channel. Voice vote – motion carried. Tim Kozal will get pricing and prepare a request for future Council consideration. He will also request that the Sheriff’s Department undertake more enforcement action. STAFF REPORTS Harbormaster – Marina dock piling caps and bumpers have been ordered. Money to pay for these items will come from the seiche insurance coverage and is estimated to cost approximately $10,000. Marina staff has begun painting numbers on slips. Electrical issue on the gas dock kiosk has been resolved and cost was $800 to repair. Fuel sales and purchases have been active. Marina staff is allowing courtesy dockage. While it has been busy, the marina is not full. City Manager – Boat Launch revenue is down slightly from last year. DPW has been cleaning the launch ramp area on a regular basis. Someone has been picking up trash in this area too. Lindeman noted that someone is also cleaning up trash along the Riverwalk. NEW BUSINESS  None. PUBLIC COMMENTS  Roger Zielinski – suggested that No Wake signs be coordinated with the welcome sign. OTHER COMMENTS  Tom Swedenborg – private marina near his home would be willing to have a No Wake sign posted on his facilities.  Tracey Lindeman – would be willing to post a No Wake sign on his private dock too.  Alex Zaccanelli – No wake signs should include language that shows it will be enforced.
