HARBOR COMMISSION MINUTES MEETING OF OCTOBER 20, 2020 A meeting of the Manistee Harbor Commission was called to order by the Chair on Tuesday, October 20, 2020 at 1:00 p.m. in the Council Chambers, City Hall, 70 Maple Street, Manistee MI 49660. Roll Call Present Excused Absence Unexcused Absence Commissioner Fritz Boehm Commissioner Ty Cook Commissioner Jeff Mikula Commissioner Tom Swedenborg Commissioner Alex Zaccanelli Commissioner Tracey Lindeman Commissioner - Vacancy --- --- --- City Manager Thad Taylor OTHERS PRESENT Laura Brennan – Marina Manager PUBLIC HEARING APPROVAL OF AGENDA MOTION by Tracey Lindeman second by Ty Cook, to approve the agenda as submitted. Voice vote - motion carried. PUBLIC COMMENTS ON AGENDA ITEMS • None APPROVAL OF MINUTES MOTION by Jeff Mikula, second by Tracey Lindeman, to approve the minutes from the September 1, 2020 regular meeting as presented. Voice vote - motion carried. UNFINISHED BUSINESS Harbor Master – Jeff Mikula • Five replacement docks still on hold - will apply for grant next year. • Shoreline Stabilization – bids going out in December with completion date of 06/01/2021. Begins at the stub pier to net shed pier, includes damaged Riverwalk. STAFF REPORTS Marina Manager. • Marina will go through recertification for Clean Marina Program next year – done every five years. • Exceptional year – busy, often full marina. Even smaller docks with areas underwater were able to be rented. • 12 seasonals, 2 post-season rentals. Only 12 available to allow for transient spaces. • Number of boats per month was up after executive orders allowed for motorized boat usage. Uptick in length of stays. Not much day use as the slips were often full. • Could use signs for courtesy docking. Staff is aware of courtesy docks at other downtown businesses and direct visitors if marina is full. • All employees must be over 18. • High water makes things difficult. • Has 3 bikes available for marina guests. Harbormaster. Gave report under Old Business. Discussed patio at marina – will look at designs on file and price. Any budget items need to be presented at the next meeting to be considered in the next fiscal year. City Manager. • Reviewed Boat Launch Revenues. Very happy with season – only $2500 short of the 5 year average, even with high water issues and executive order restrictions. NEW BUSINESS Set Meeting Dates for 2021 MOTION by Jeff Mikula, second by Tracey Lindeman, to accept the 2021 meeting dates as presented. Voice vote - motion carried. PUBLIC COMMENTS ON AGENDA ITEMS • None APPROVAL OF MINUTES MOTION by Ty Cook, second by Alex Zaccanelli, to approve the minutes from the January 21, 2020 meeting as presented. Voice vote - motion carried. UNFINISHED BUSINESS • Marina Dock Replacement Update o Grant application to replace final five docks has been sent to and received by the State of Michigan. State is prioritizing monies for emergency highwater issues this year. Slight chance of success – prepared to reapply again. o Match money for replacement docks is available though as the City recently sold bonds to finance Capital Improvement projects, which includes the docks. o Final five docks will match the other replacement docks. They have been permitted through the Corps of Engineers and EGLE. Permits are good for 3-5 years. Harbor Commission Minutes – September 1, 2020 Page 1 o Partial funding for the docks was sought through the Manistee County Community Foundation but was not chosen. Foundation felt that the docks didn’t benefit the overall public. Upcoming development of area around the Marina may change that. o Discussed raising of the gas dock. • No Wake Signs Update o Delay getting in this spring due to barge motor needing to be replaced. o No wake zone starts at the pierhead and there is no signage to indicate that. o When welcome sign along the water is reinstalled Commission asked that No Wake Zone be added to it. MOTION by Tom Swedenborg, second by Alex Zaccanelli, to add some signage further lakeside, than currently exists, to indicate a no wake zone. Voice vote - motion carried. • Shoreline Stabilization Updates o Stabilization will include stub pier to approximately the first home on the channel. o Submitting joint applications for permits to Corps of Engineers and EGLE. Will be advertising for bids shortly after permits issued. o Work could begin as soon as this fall but more likely, Summer 2021. o First Street overlook is included in stabilization plan. STAFF REPORTS Harbormaster. • Marina Operations o New position for Jeff Mikula, therefore he requested feedback from Commissioners about what information will be helpful for him to bring to these meetings. What are their expectations? ▪ Discussion included: charter fishing boats renting seasonal slips, how much sheriff’s department and DNR pay for slips, end of season report, and vandalism. City Manager. • Boat launch ramp revenue report distributed and discussed. NEW BUSINESS • Increasing seasonal charter boats allowed in the Marina. Jeff Mikula will look into and the Commission can discuss and make a recommendation at a future meeting. MOTION by Ty Cook, second by Tom Swedenborg, to have Jeff Mikula invite Laura Brennan to the October meeting to give an end of season marina report. Voice vote - motion carried. PUBLIC COMMENTS • None. Harbor Commission Minutes – September 1, 2020 Page 2 OTHER COMMENTS • Ty Cook – Looking forward to next year with all the upcoming projects. • Boat House property purchase by Ted Fricano and the plans for the property. • What boaters want from a Marina – plans for the Boat House will enhance our Marina operations. • Availability of daily docks. • White Lake Dock and Dredge finished the dredging and clean-up. MOTION to adjourn by Alex Zaccanelli, second by Tracey Lindeman at 1:56 p.m. Kelly McColl Recording Secretary Harbor Commission Minutes – September 1, 2020 Page 3 MANISTEE CITY HARBOR COMMISSION 2021 MEETING SCHEDULE Chapter 266 of the Manistee Code of Ordinances requires the Commission to meet at least quarterly each year, and more frequently as needed. The date and time of each meeting will, where practicable, be agreed upon by the consensus of the Commission and City Staff assigned to the Commission; quarterly meetings in January, April, July and October on the Third Tuesday of the month, and also during the Marina season in June and August. Additional meetings can be scheduled, as necessary. Meetings are held in the Council Chambers, City Hall at 1:00 p.m. January19, 2021 April 20, 2021 June 15, 2021 July 20, 2021 August 17, 2021 October 19, 2021 This notice is given pursuant to provisions of the Michigan Open Meetings Act.
