HISTORIC DISTRICT COMMISSION Council Chambers, City Hall 70 Maple Street Manistee, MI 49660 MEETING MINUTES December 5, 2012 A Meeting of the Manistee City Historic District Commission was held on Thursday, December 5, 2013 at 3:00 p.m. in the Council Chambers, City Hall, 70 Maple Street, Manistee, Michigan. Meeting was called to order at 3:10 p.m. by Chair Kracht. ROLL CALL: Members Present: Dave Carlson, Teena Kracht, John Perschbacher, Mary Russell Members Absent: T. Eftaxiadis (excused), Jeremy Loveless, Vacancy Others: Barry Lind (The Historic Vogue Theatre of Manistee) Mitch Deisch (City Manager), Mark Fedder (Manistee County Historical Museum) and Denise Blakeslee (Planning & Zoning Administrator) APPROVAL OF AGENDA: MOTION by Dave Carlson, seconded by Mary Russell that the Agenda be approved as prepared. With a voice vote this motion was approved unanimously. APPROVAL OF MINUTES: MOTION by Mary Russell, seconded by John Perschbacher that the Minutes of the November 7, 2013 Meeting be approved. With a voice vote this motion was approved unanimously. City of Manistee Historic District Commission Meeting Minutes December 5, 2013 Page 1 NEW BUSINESS: Election of Officers 2014 According to the By-Laws of the City of Manistee Historic District Commission their annual election of Officers is held at the December Meeting for the following year. Chair At this time the meeting was turned over to Denise Blakeslee who asked for nominations for the Position of Chair. John Perschbacher seconded by Dave Carlson nominated Teena Kracht for the position of Chair Nominations were asked for three times. There being no further nominations; nominations were closed. With a roll call vote, Teena Kracht was elected Chair of the Historic District Commission for 2014, 4 to 0. Denise Blakeslee turned the meeting over to Chair Kracht. Vice-Chair Chair Kracht asked for nominations for the Position of Vice-Chair. Mary Russell seconded by Dave Carlson nominated John Perschbacher for the position of Vice Chair Nominations were asked for three times. There being no further nominations; nominations were closed. With a roll call vote, John Perschbacher was elected Vice - Chair of the Historic District Commission for 2014, 4 to 0. Appointment of a Recording Secretary 2014. At this time the Historic District Commission will appoint a Recording Secretary to handle the administrative functions of the office. City of Manistee Historic District Commission Meeting Minutes December 5, 2013 Page 2 Motion by John Perschbacher, seconded by Mary Russell that Denise Blakeslee be appointed Recording Secretary for the Historic District Commission for 2014. With a roll call vote, Denise Blakeslee was appointed Recording Secretary of the Historic District Commission for 2014, 4 to 0. OLD BUSINESS The Historic Vogue Theatre of Manistee, 383 River Street – PHDC11013 Barry Lind, The Historic Vogue Theatre of Manistee – Withdrew the request. Mr. Lind explained that there was a mix up with the window and door order from the manufacture. They believed that the lower front windows were going to be aluminum in color instead of the Redwood color that was originally approved. In an effort to get the windows installed they were going to request that they be left an aluminum color. They discovered photographic evidence of the originally installed material and color from a Snyder’s Shoes photo. When the windows were delivered they were the Redwood as previously approved and have been installed. He updated the Commission on the project and informed the commission that the manufacturer send the wrong doors (six inches too short and aluminum in color). These doors have been temporarily installed and the correct doors (Redwood) will be installed as soon as they are received. The Commission commended Mr. Lind on the project and noted that the Vogue will be a tremendous asset to the community and thanked him and all the workers and volunteers for their work. PUBLIC COMMENTS AND COMMUNICATIONS CONCERNING ITEMS NOT ON THE AGENDA None CORRESPONDENCE None City of Manistee Historic District Commission Meeting Minutes December 5, 2013 Page 3 STAFF REPORTS Mark Fedder, Museum Director – issued the following permits Paula Rozmarek & Jeff Gordon, 347 River Street - Routine Repair and Maintenance for tuck point work on River Street entrance at bottom of storefront reusing original brick (10 parts mortar sand; 4 parts white mortar; 1 part lime, 1 cap of dark buff color) issued Permit #PHDC2013-036 River Parc Place II LLC, South of 86 Washington Street - paint colors Benjamin Moore – Forest Green #2047-10 Trim and Siding issued Permit #PHDC2013-037 Denise Blakeslee, Planning & Zoning Administrator – Updated the Commissioners on the request to install an air conditioner at City Hall. Spoke with the contractor and the “iron bars” would not be impacted by the installation of the unit. The window would need to be reduced in size by 1/3 or 1/2 and a new window installed. The unit would be placed at the corner of the building 12 inches away from the window and the unit is approx. 12 inches in width. The contractor will provide specifications on the unit and a photo of what the unit looks like. The unit would not be installed until spring and this will give us sufficient time to prepare a new application.
