MEETING MINUTES
June 4, 2015
A Meeting of the Manistee City Historic District Commission was held on Thursday, June 4, 2015 at
3:00 p.m. in the Council Chambers, City Hall, 70 Maple Street, Manistee, Michigan.
Meeting was called to order at 3:05 p.m. by Vice Chair Perschbacher
ROLL CALL:
Members Present: Aaron Bennett, T. Eftaxiadis, John Perschbacher, Mary Russell, Lee Trucks
Members Absent: Dave Carlson, Teena Kracht (excused)
Others: Patrick Kay (MS DDA Director), Mark Fedder (Museum Director) and Denise
Blakeslee (Planning & Zoning Administrator)
The Commissioners welcomed new member Lee Trucks.
APPROVAL OF AGENDA:
MOTION by Mary Russell, seconded by T. Eftaxiadis that the Agenda be approved as prepared.
With a voice vote this motion passed unanimously.
APPROVAL OF MINUTES:
MOTION by Mary Russell, seconded by T. Eftaxiadis that the Minutes of the May 7, 2015 Meeting be
approved as prepared.
With a voice vote this motion passed unanimously.

NEW BUSINESS:
Tour of the District
The Commissioners toured the district and noted the work that had been completed on the Lyric
Theater building and various projects that are in progress. Prior to the meeting staff had receive a
copy of the DDA Façade Grant Application for the former H&K Building at 337 River Street. Copies of
the application were shared with the members of the commission and it was reviewed during the tour.
It was noted that no request has been received from the applicant.
OLD BUSINESS
When the Commission returned from the tour they discussed closing out permits and the consensus
from the Commission is to close out all of the permits for the Vogue Theater. If the Vogue wishes to
move forward with any exterior projects that were not completed they can submit a new application.
The Commission will not close out the permits for Joe Mathewson, 339 River Street until the corbels
are installed in their original location.
Staff will review Jim Mathew’s permits against work that has been completed and the commission will
discuss closing out permits at the July Meeting.

STAFF REPORTS
Patrick Kay DDA/Main Street Director – asked if decks needed approval. Staff said that the
Commission must review requests for decks. Two façade grants have been approved H&K Building,
337 River Street and Famous Flynn, 344 River Street. The projects must be started within 3 months of
approval and be completed within one year. The DDA hired a new contractor for landscaping and

maintenance services, and the railings on the riverwalk will be painted this year. June 14 th is the Back
to the Bricks Car Show.
Denise Blakeslee, Planning & Zoning Administrator – Spoke about the meeting that is required under
the RRC program for City Council and Boards and Commission, prioritizing redevelopment sites and the
Community Build of Rotary Park.
MEMBERS DISCUSSION
Commissioner Trucks – Spoke about his son’s documentary “Call Me Lucky” which will be showing at
the Vogue Theater on Wednesday.
The Next meeting of the Historic District Commission will be on Thursday, July 2, 2015 at 3:00 p.m. in
the Council Chambers, City Hall, 70 Maple Street.

MOTION by T. Eftaxiadis, seconded by Mary Russell that the meeting be adjourned. Motion passed
unanimously.

Commissioners, the next Historic District Commission meeting will be on Thursday, June 4 2015. We will
welcome new member Lee Trucks to the Commission.
We do not have any requests for the June meeting. The Commission will take this opportunity to tour
the district and will review outstanding permits weather permitting.

A Meeting of the Manistee City Historic District Commission was held on Thursday, May 7, 2015 at 3:00
p.m. in the Council Chambers, City Hall, 70 Maple Street, Manistee, Michigan.
Meeting was called to order at 3:04 p.m. by Chair Kracht.

NEW BUSINESS:
Signage
The Museum Director has the ability to approve signage in the Historic District. A request came before
the Director for a projecting sign that included lighting. Staff reviewed sample projecting signage that
was submitted to the Commission when the Blue Fish received approval for their Halo Sign.
Commissioner Russell entered the meeting at 3:09 pm
The Commission clarified that halo signs can be approved by the Museum Director who reserves the
right to forward any signs to the Commission at his discretion.

STAFF REPORTS
Mark Fedder, Museum Director – Spoke to the Commission about the H&K Building and that the front
façade has been removed exposing original transom windows, this work was done without a permit.
Denise Blakeslee, Planning & Zoning Administrator – Commissioner Russell had asked to change the
July 2, 2015 meeting to July 9, 2015. Discussion by the Commission revealed that changing the date
would result in another member not being in attendance, so the meeting date will remain as
scheduled.
Ms. Blakeslee gave the Commissioners an invitation to a public input session for a redevelopment plan

for the building at 400 River Street, a copy of the Healthy Manistee Events on May 15 th & 17th and
discussed the Ride of Silence on May 20th.
MEMBERS DISCUSSION
Commissioner Smith announced this will be his last meeting; he has purchased a home outside the
City. The Commissioners wished him well.
Commissioner Perschbacher reviewed the draft language for the Master Plan and made corrections, he
reviewed his changes with the Commission and Staff.
WORKSESSION:
Building Plaques
No additional work has been done on the plaques due to scheduling issues.
The Next meeting of the Historic District Commission will be on Thursday, June 4, 2015 at 3:00 p.m. in
the Council Chambers, City Hall, 70 Maple Street.

MOTION by John Perschbacher, seconded by Thomas Smith that the meeting be adjourned. Motion
passed unanimously.
