The meeting was called to order at 4:00 by Chair Trucks. Members Present: Dick Albee, Dennis Otto, Nickolas Hawkins, and Lee Trucks Ron Helmboldt—entered meeting session at a later time Members Absent: William Connor Others: Mike Szokola (Planning Director Interim), Zach Sompels (City Zoning/Planner 1) and Nancy Baker (Recording Secretary) APPROVAL OF AGENDA MOTION by Commissioner Albee, seconded by Commissioner Hawkins to approve the Agenda as printed. With a voice vote motion passed 4 to 0. APPROVAL OF MINUTES MOTION by Commissioner Albee, seconded by Commissioner Otto to approve the November 4, 2020 minutes as presented. With a voice vote motion passed 4 to 0. PUBLIC COMMENT ON AGENDA RELATED ITEMS None NEW BUSINESS Election of Officers Chair Trucks opened the election of officers and turned the meeting over to Mr. Sompels for the election of Chair 2021. Chair: Commissioner Trucks nominated Commissioner Albee for Chair. Commissioner Albee did not accept the nomination. City of Manstee 2020 Historic District Study Committee February 3, 2021 Page 1 Commissioner Albee nominated Commissioner Trucks for Chair. Commissioner Trucks accepted the nomination. With a voice vote 4-0. Commissioner Trucks is HDC Chair for 2021. Mr. Sompels turned the meeting over to Chair Trucks to continue the 2021 election of officers. Vice Chair: Chair Albee nominated Commissioner Connor for Vice Chair. Per judgement of the Chair, in nominating an absent member, this nomination can be accepted. Commissioner Otto nominated Commissioner Albee for Vice Chair. Commissioner Albee accepted the nomination. With a roll call vote: Albee for Connor, Hawkins for Connor, Otto for Connor, Trucks for Connor With a 4 to 0 vote. Commissioner Connor is HDC Vice Chair for 2021. Recording Secretary: Commissioner Albee nominated Ms. Baker for recording secretary. Chair Trucks moved, seconded by Commissioner Albee to appoint Ms. Baker as recording secretary. With a voice vote 4-0. Ms. Baker is HDC Recording Secretary for 2021. RRC Update Mr. Szokola stated a February 9th RRC zoom meeting with the City Commissions will occur to identify properties they wish to see developed. These developments will be taken from the different RRC lists. City Commissions are encouraged to attend the meeting to voice their vote for desired developments. The HDC received their 2020 RRC Update for review. Certificate of Appropriateness for 369 River Street Mr. Sompels stated 369 River Street submitted a COA for a vinyl door sign. Mr. Fedder can receive simple COA’s such as paint colors or door signs, approve them, sign off on them and send the approval to the Zoning Administrator. Mr. Fedder will review the 369 River Street COA. Once approved, he will send this to Mr. Sompels. These approved COA’s will be reported to the HDC. OLD BUSINESS Ed Kriskywicz, 100 Washington Street Mr. Szokola reviewed the letter sent to Mr. Kriskywicz regarding the expired COA for 100 Washington Street. Mr. Kriskywicz submitted a response letter. He plans to seek project assistance from the Brownfield Authority and façade grants. Nothing was listed on the expired City of Manstee 2020 Historic District Study Committee February 3, 2021 Page 2 application regarding plans to seek these grants. The HDC is requesting Mr. Kriskywicz apply for grants, obtain a new building permit, and submit a new COA application. The Commission agreed this project should not be sent to City Council for blight. Permit Review West Shore Community College Sign The permit is to be closed out. Northern Spice Company Sign The permit is to be closed out. Mr. Helmboldt entered the meeting. COMMENTS AND COMMUNICATIONS CONCERNING ITEMS NOT ON THE AGENDA None CORRESPONDENCE None REPORTS DA Executive & Economic Development Director Not in attendance. Museum Curator/Director Mr. Fedder had no comment. Planning & Zoning Administrator Mr. Szokola introduced Mr. Sompels, the new City Zoning Administrator. Mr. Sompels provided his background. Mr. Szokola stated the senior/workforce housing project was given a stipulation from the City PC. This project, both the Dairy and Livery buildings, must come before the HDC. Even though the Livery is not in the district, the recommendation is for both buildings to blend into the district. The applicant will need to work with Mr. Fedder. The work will entail approval of the building facades, materials, landscaping, and lighting. Mr. Fedder stated The Dairy is the oldest building on River Street and these projects should be carefully looked at. These projects will come before the HDC approximately late summer. MEMBERS DISCUSSION Chair Trucks requested obtaining training for the HDC. Mr. Sompels will investigate into the matter. The areas preferred are- HDC guidelines, how to interpret them, and apply them, along with historic economics such as historic tourism. Mr. Fedder recommended contacting Lisa City of Manstee 2020 Historic District Study Committee February 3, 2021 Page 3 Rosmarek for the training. She has broad training and experience along with a great deal of knowledge of the Manistee area and its history, as she was a past local resident. ADJOURNMENT Motion by Commissioner Albee, seconded by Commissioner Hawkins to adjourn the meeting. The meeting was adjourned at 5:06 pm. 2020 Historic Study Review Committee _______________________________ Nancy Baker, Recording Secretary City of Manstee 2020 Historic District Study Committee February 3, 2021 Page 4 Historic District Commission Zachary Sompels 04/01/2021 Manistee County Planner 395 3rd St. Historic District Commission Manistee, MI 49660 70 Maple Street 231.723.6041 planning@manisteecountymi.gov Manistee, MI 49660 www.manisteemi.gov Dear Historic District Commission, The State Historic Preservation Office (SHPO) representative, Alan Higgins, reached out to the Planning Department about the $750,000 grant SHPO is applying for from the National Park Service which will subsequently be sub granted to communities for rehabilitation projects. The sub grant could be used awarded to rehab commercial, public, or non-profit properties in traditional downtowns in Michigan. The current contract the Manistee County Planning Department has with the City of Manistee Historic District Commission does not allow for the facilitation of a grant. If the HDC wishes to proceed with this grant application they will have to fulfill the grant requirements themselves, hire an outside entity to facilitate grant requirements, or work with City of Manistee to help meet the requirements. In his email, he outlined adjustments to interior, added ‘ground’ face block to exterior accents, and completed site plan from The Spicer Group. He outlined that next he will be putting the project out for bid which should take 3-4 weeks, as well as applying for façade grants from the Chamber and Brownfield. Attached is all the most current information and plans provided to us from Ed. If you have any questions, please feel free to contact me. Sincerely, Zachary Sompels Manistee County Planner Good Morning Mike Z, I wanted to provide updates on our projects,,, CDI/ 100 WASHINGTON: - bids are almost all in, just waiting on a few, once bids are in and completed I can complete the Brownfield, and exterior facade grant. I will get to HC later. The cost of construction currently are the highest I have ever seen. I can not predict when they will come down. I see us reducing the scope of my project b/c of costs.
