Amendments to the Agenda: r None 3. Public Comment on Agenda Related ltems: o None 4.Consen t Aeenda: A. Approval of M inutes i. Amendment made to Regular Meeting minutes from March 16th,2023 It was moved by Commissioner Goodman, supported by Commissioner Smith to approve Amended Minutes of Regular meeting held March 16th,2023. Yeas: Fosdick, Smith, Goodman, Pelton Nays: NON E 5.Old Business: a. Procu rement Policy Commissioner Goodman will send to other commissioners to make notes on policy. Discussion on limits of spending. Pelton asked CMHC staff past spending and supports Sochocki to review the policy. Sochocki will review policy and notes Big Rapids.just went though same process b. Personnel Policy and Procedures Commissioner Goodman has recommendations for personnel policy and will share with other commissioners. Commissioner Smith added there needs to be some changes. Commissioner Goodman wants consistency between other contracts. Sochocki recommended a pay grade table and requesting a salary and salary comparability study. Sochocki will prepare a proposal from Nelrod of a salary study. Mclntyre will send commissioners copy of 2020 Nelrod wage study. 6.New Business: a. Financial Reports from BDO Scott gave updated that BDO is stillworking on financial reports. Commissioner Goodman requested a work session on the financial reports to have a discussion with BDO, in the next few months. Commissioner Pelton asked if Scott could tell if financial reports look typical. Sochocki commented on the cash amount and will discuss with Scott other transfers. Sochocki will look into HUD depository agreement with banks in our area. Sochocki brought up discussion on CMHC budget, and how the CMHC budget should reflect the allocations. Commissioner Pelton and Fosdick had questions for Mclntyre & CMHC staff about DVG homes. 7. Presentation and Discussion NON E City of Manistee Housing Commission Minutes Meeting Date: Insert Date] Pate 2 of 4 S.Reports alld Communications: Mark Sochocki, Operation Manager confirmed FDS Scheduled was sent out on time before the deadline. He also brought up the concern there is no engagement for 2022 audit. Recommendation from Sochocki said to see if Mr. Zenk would preform this year audit, due to time restraints CMHC is under to submit an audit on time. Commissioner Pelton asked Sochocki to reach out to Smith & Klaczkiewicz, PC, a firm Sochocki is familiar with. Commissioner Goodman requests Mclntyre to reach out to Mr. Zenk one more time. Sochocki informed commissioner of Labor Union contract is up, and we need to begin negations up with personnel committee. Scott confirmed the tax credit returns were done for the partnerships, and no returns done for the non-profit, 2O2L and 2022 need to be done. Lastly confirmed CMHC still needs a uthorized official Lindsay Mclntyre, Acting ED, Deputy Director lnformed commissioners CMCH staff is looking into different insurance plans, to benefit staff and aSency. Cindy Scott, Financial Analyst Gave commissioners update on City's Audit . Commissioner reports- Pelton asked for up on CT elevators. Staff gave update on the CT elevators and air make-up system. Pelton asked for updates on application for housing and resident commission. Goodman requested all applications for commission spots to be sent over to the city. Fosdick made comments wants to start focusing on residents, so they can be proud and agree we had lots of problems with construction. Fosdick wants to get back to what matters, the residents. 9.Pu blic Comment: NONE 10. Closed Session- Attendance - All Commissioners, L. Mclntyre, J. McKinven-Copus and to allow attorney to notify McKinven-Copus he is off suspension and disciplinary action will follow.
