Regular Meeting
The regular meeting was called to order at 9:01 a.m. by President Steve Fosdick.

Amendments to the Agenda: Add to New Business: Landscaping proposal for CTHV
It was moved by Commissioner Goodman, supported by Commissioner Taylor to approve the
Regular Meeting Minutes from April 11,2024, and the Bills & Disbursements forApril,2024.
Motion carried.
Old Business
a. The status of the Website design by Revize. The design has been approved with an
anticipated launch date of July 1,2024.
b. WASH Contract - Executed. New machines have been ordered. Wash will provide a
temporary machine that will transfer balances from current cards to new cards.
New Business
a. It was moved by Commissioner Goodman and supported by Commission Taylor to
approve the proposal for renovations at 1715 Vine Street for water damage repairs in the
amount of $ I 1,984.00 to Lakeshore Construction. Motion carried.
b. It was moved by Commissioner Pelton and supported by Commissioner Taylor to
approve the proposal from Jason Thompson, Landscaping & Design LLC to landscape
behind Harborview in the amount of $ 10,000.00. Motion canied.
Presentation and Discussion
a. None
Reports and Communications
The Operations Manager commented on the meeting at the Manistee County Council on
Aging regarding assisting them with building housing for seniors, MSHDA opportunities,
a discussion held with a developer regarding the old hospital and the audit
recommendation regarding tracking expenses. The Executive Director commented on
hiring Lisa Spencer, Occupancy Specialist, the conversion of the AT & T services to
Spectrum resulting in lower costs, trampolines, and a work session with the City Council.
b. Committee Reports - The Personnel Committee is working on union negotiations.
Resident Commissioner Taylor commented on the Resident Council Meeting discussions,
marijuana not being allowed on property, delivery ofpackages, residents would like to
see new planting/garden areas to replace the old gardens, with tenants taking care of
them. This was discussed further and will be investigated, CMHC staffwill see if there
are any grants available from Feeding America West Michigan as they provided grant
funding for this very project many years ago. Residents would like gas grills for both CT
& HV Discussion was held regarding the logistics of storage, care, usage, and security
of grills at both buildings. i.e., must be in a secure spot (possibty picnic/patio areas). The
Executive Director will purchase 2 gas grills. Resident public comments were heard
regarding a new portal for tenant rent payments. This will be available for residents once
KMG completes the transition from Yardi to One Site. Residents are voicing concerns
about the need for deadbolt locks on their apartments. Management is looking into
options available for this, i.e., keyed locks vs. key cards, etc., and comments were heard
regarding pet owners not following the Pet Policy and rules.
c Commissioner Reports/Comments Commissioner Pelton is very happy to share the
board with the newly appointed Commissioner Szymanski. Commissioner Goodman is
also happy to have Commissioner Szymanski on the board and excited about working
with the Council on Aging. Commissioner Szymanski applauded the Board for the
extraordinary work the Commission and staff have completed in the last 2 years.
President Fosdick is elated about where the Commission is at and where the Commission
is going.
d. Received Communication.
Financial Reports for February & March 2024 CTHV LLC:- March 2024
CMHC) were reviewed and discussed.
ll. Letter dated May 8,2024, from the City of Manistee to Michael
Szymanski regarding appointment to the Housing Commission Board was
received.
lll. The 2024 Capital Fund Amendment to the ACC was reviewed.
iv. 2021,2022,2023 Capita Fund Program available balances were discussed.
The Vacancy Report was discussed.
f. The Resident Newsletters were reviewed.
g. The Resident Council Meeting Minutes for March & April 2024 were reviewed.
Public Comments - Discussed above under Resident Council Committee Comments.
Announcements and Upcoming Meetings - Regular Commission Meeting
The next Commission meeting will be on Thursday, June 20, 2024, at 9:00 a.m. at Century
Terrace.
The meeting was adjoumed at 1 1 :17 a.m.
