CITY OF MANISTEE PARKS AND BEAUTIFICATION COMMISSION MINUTES Thursday, August 18, 2011 5: 15 P.M. Members Present: Mark Tomaszewski, Darci Scott, Priscilla Rulison, Ed Teglar, John Rozga Members Absent: Ben Kubiak, Wendy Staffeld Also Present: Gary Niesen, Kathie Boyle Guest: Denise Blakeslee, Planning& Zoning Department A regular meeting of the Manistee d Parks and Beautification Commission was held on Thursday, August 18, 2011 at City Hall—2" Floor Conference Room. Meeting was called to order by Chair Ed Teglar at 5: 15 p. m. Minutes for July 14, 2011 approved and placed on file. Guest Denise Blakeslee representing the Planning& Zoning Department discussed the draft of the Parks 2012 — 2017 Five Year Plan. Denise explained her time frame and how it would be very beneficial to her if we would get back our recommendations to her asap. Members decided to hold a special meeting on September 12that 5: 15 p.m. to review and discuss. Members are asked to review the plan, the parks survey and bring their ideas to the work study meeting. Request from Ed to review all our parks and rank them i. e.; most important, most needed, most used etc; information will be used for our five year plan. Correspondence Invoice was presented to the commission to retain us as a member of the " Keep Michigan Beautiful" program. Members approved allowing Kathie to send invoice up to city hall for payment. Commission still does not have its seventh member — Ed discussed with the City Clerk, as she handles the publicizing. OLD BUSINESS Fifth Avenue Beach Area —Kathie informed commission that the fence at the tennis courts will be replaced— contractor has been notified. There are several trees in the tennis court area that will need to come down. Ed asked if painting the lines on the tennis courts could be done internally - Kathie will get with Jack. Flag pole at old NIA area has a loose bolt and is need of painting. Kathie will get with Jim Polisky for his opinion if the poles can be painted any other color than silver. Commission would also like to see a Manistee Flag pole placed on the flag pole. Ed would like to hold a contest open to the local art students to design a flag that would represent our beach area and also fly that flag. Correspondence Secretary - Chairman Teglar moved to delay further nomination and actions until the September meeting when more members will be in attendance. Morton Park - Commission agreed to allow John to proceed on plans for the park. John will locate previous plans. We need to get the ball rolling again. NEW BUSINESS Ed Teglar stated that over the next few months he will be attending other commission meetings to see how they operate and get ideas that would benefit our commission. Drafts of Parks/ Beautification letterhead was by Ed — members presented reviewed and commented - we believe this will be a more professional way to do business. Members believe that the visitors book Darci & Eddie @ Fifth Avenue Beach House has visitors/locals record a note or their address is very beneficial to the City. The book gives us an idea of where people are coming from —some have come as far away as Italy, Germany, Alaska, and Colorado. Adopt a Park Program" might be a good idea- will be discussed at a future meeting. Ed would like the commission to think about a form that when a person or board member comes before the commission for approval on a project we have a checklist that would include questions regarding the location, maintenance among other issues members may have. Please think over questions and will discuss at our next meeting. Questions arose regarding projects in the parks going on that the commission is not aware of. Commission feels that all things should come before this commission for review. Members need to watch for any new projects community members are doing and report back. At this time we will handle on an individual bases.
