CITY OF MANISTEE PARKS COMMISSION MINUTES Thursday, July 21, 2016 Members Present: Roger Zielinski, Lynn Vasquez, Ed Tegler, Jason Sullivan, Mark Tomaszewski, Mike Quinn Excused: Erin Pontiac Also Present: Public Works Director-Jeff Mikula, City Manager-Thad Taylor, Mayor Colleen Kenny, Parks Leadman-Mickey McCann, Urban Wave-Sara Mason A regular meeting of the Manistee Parks Commission was held on Thursday, July 21, 2016 at City Hall 2nd floor conference room. Meeting was called to order by Kathie Boyle at 5:30 p.m. ELECTION OF OFFICERS At this time the meeting was opened for nominations from the floor for officers on the Parks Commission for the 2016-2017 year. Offices include Chair, Vice-Chair, Corresponding Secretary and Recording Secretary.  Motion by Teller, second by Quinn to nominate Ed Tegler for Chair. Motion Carried.  Motion by Vasquez, second by Sullivan to nominate Mike Quinn as Vice-Chair. Motion Carried  Motion by Quinn, second by Tegler to nominate Lynn Vasquez as Corresponding Secretary. Motion Carried.  Kathie Boyle: Recording Secretary. PUBLIC HEARING Morton Park Playground/Grant Money Mikula discussed with Morton’s Plant manager Jacob Bialik contributing to the upgrades at Morton Park. Morton’s have indicated via email, that they will provide approximately $30,000 (over a 3 yr. period) this figure many not be in straight cash (labor/equipment). Upgrades may include:  Dog Run (north & south)  Tree Planting  Water  Picnic Tables/Grills  Resurface basketball courts  Benches  Children’s play structures  Parking Lot 1|Page The City Manager stated that the MEDC has available a 50/50 grant with monies available between $5000 and $50,000. Manager and Parks Leadman will work on submitting application. The City will need from Morton’s an official cost they will commit to providing. Teller presented her proposed packet and explained the details. Teller and Pontiac talked with many parents/children. Mikula will report back to commission on Morton’s and MDEC to seek out if we have a chance for funding, and then get with Mr. Bialik for a commitment. Teller has located a Lowes website that would provide monies for parks. All that’s left to on the to do on the application is a signed W-9 which she already has and then submit application. Commission stated this needs to be approved by City Council before submitting. Mikula will work with Teller. CITIZEN/PUBLIC COMMENT Sara from Urban Wave discussed being allowed to have the use of Manmade Lake for her kayaking/paddle board business. On windy days Lake Michigan is very rough and business becomes very slow. Tegler recommended allowing Urban Wave to move between First Street and use Manmade Lake as an alternate site. This follows City Council recommendations and has the Parks Commissions support. CORRESPONDENCE None OLD BUSINESS Fifth Avenue Update Building permit application has been submitted to the state. As soon as permit is received the DPW will begin installation of the concrete. Canopy structures are in production. Weddings on Beach Policy Commission recommends adopting the general policy on weddings on the beach. NEW BUSINESS Bus Tour The annual bus tour has been scheduled for Monday, September 19th at 5:30 p.m. Boyle will contact Dial –A-Ride. COMMENTS Mikula informed commission on the constant struggle to keep the beaches clean this summer. High lake levels contribute to the beach grass/debris washing up on shore. Swim buoys have blown in twice – more weight was put on buoys. 2|Page Teller would like First Street Dog Park addressed; needs to be bigger and a separate area for small and large dogs. Fifth Avenue Concession Stand Vendor at 5th Avenue upset over the open area at the concession stand, when private parties are held in the area it is affecting his business. We need to be more detailed in our next contract. Open question there should be some type of limitation on private parties in the open space? Motion by Vasquez, second by Quinn to adjourn at 7:15 p.m. Next meeting date – Thursday, August 18, 2016 @ 5:30 p.m. at City Hall – 2nd Floor Conference Room.
