CITY OF MANISTEE PARKS COMMISSION MINUTES Thursday, April 20, 2017 Members Present: Jason Sullivan, Erin Pontiac, Mark Tomaszewski, Ed Tegler, Lynn Vasquez, Mike Quinn Also Present: Mickey McCann, Parks Leadman A regular meeting of the Manistee Parks Commission was held on Thursday, April 20, 2017 at City Hall 2nd floor conference room. Meeting was called to order by Chair Ed Tegler at 5:30 p.m. Public Hearing None Citizen/Public Comment None Approval of Minutes - Motion by Pontiac, second by Sullivan to approve March 16, 2017 minutes and place on file. Motion approved. Correspondence None Committee Reports None OLD BUSINESS Fifth Avenue Beach Concession One bid was received for the Fifth Avenue Beach Concession House. Bids were opened on Tuesday, April 18th with Karl Reeds the same vendor as at First Street Beach House. Rocket Park Pontiac has concerns with safety at the new Rocket Park, discussed different options for fencing. Tegler would like to see a fence made out of driftwood be placed along First Street side of park. All in agreement we need a barrier for safety. McCann will discuss options with Mikula Adopt a Park Commission reviewed final draft of Adopt a Park Program. Motion by Tegler, second by Quinn to approve newly drafted program. Motion approved. Boyle to forward to Denise Blakeslee for update to city website page. NEW BUSINESS Mobile Food Vending Commission reviewed a general policy from the City Manager regarding mobile food vending. Members found contradiction as per vending at 5th Avenue Beach circle at the Coast Guard Station being allowed but falls under the 700’boundary. Commission recommends no vending at Fifth Avenue Beach area and no vending within 700’ of First Street Beach Concession Stand. Sand Removal The DPW is removing blown sand from both beaches. Manistee County Road Commission is in to level our beaches. Discussion followed on how to handle the blown sand on Fifth Avenue and Harbor Village. Tight Lines For Troops Tight Lines For Troops will be held May 20th at First Street Beach, moving to this area will not create any additional work for the Parks Department. General Discussion First Street Beach Bathrooms – Girl Scouts picked up three bags of garbage from the area. Pontiac noticed that it appeared that someone with a baby was staying in the bathroom also bathrooms full of garbage. McCann to notify Police Department. Graffiti needs to be removed at various locations. Currently the cleanser we have does not work very well. Will be ordering a new type of graffiti remover. Marina Patio Area McCann reported the City will be capping sprinkling heads and will investigate installing gutters on the west side of the marina building. Will be going out for bids. This is a temporary repair until next 2018-2019 budget under capital outlay. McCann reported on the County Wide Trails Meeting was held April 13, 2017 at the AES building. Met with County Planner and covered best non-motorized trail entering Manistee from the south and leaving from the north. This would tie in the county communities. Sands Park Discovered water retention issue located on the infield of the park. DPW will install drainage pipe in potential of resolving issue. Tegler asked members to keep a thought about allowing advertising on city properties; fences, picnic tables, etc. Believes it would be a great way to generate revenue.
