MINUTES
Thursday, April 19, 2018

Also Present: Jeff Mikula, Kathie Boyle, James Smith, Roger Zielinski, Mickey McCann
A regular meeting of the Manistee Parks Commission was held on Thursday, April 19, 2018 at City Hall
2nd floor conference room. Meeting was called to order by Chair Erin Pontiac at 5:30 p.m.
Approval of Agenda
Motion by Rozga, second by Cardella to revise agenda to include items in new business:
(D) Community Foundation Grant
(E) Park Commission Budget
All in Favor.
Citizen/Public Comments
None
Motion by Swedenborg, second by Spencer to approve March 15, 2018 minutes and place on file. All in
Favor.
Correspondence
None
Old Business
Park Rules and Regulations are not currently on the city website, when changes to the rules are updated,
and pamphlets printed Boyle will forward to Zoning Administrator to include on the website.
Wording changes include:
“Hamlin Field” change from National Guard Armory to Armory Youth Project
Add No Pets on Riverwalk
Pamphlets to be placed at concession stands and riverwalk.
Boyle to get quote for printing.
Outdoor Stage Project
Progress is slowly beginning, still working on financing concepts.
Beach Safety/Accessibility
Sign on pier is in need of repair. Mikula to contact the Corp of Engineers.
NEW BUSINESS
Pickle Ball/Tennis Courts
Cardella was approached by pickle ball members to look at installing six courts on the SE corner of the
Armory parking lot. Asphalt is in good condition and could easily be stripped for courts. McCann
stated there may be a way to accommodate the nets to go up/down easily. Mikula will research and draw
up sketches on how much space would be needed and bring to next meeting.
Tree Trimming
Rietz and Szymarek Park taking out dead wood.
Jaycees Beach Event
Jacob Bergamnn discussed a “Beach Bash” event scheduled for July 7th at First Street Beach. Event to
show off our beaches and will have musical entertainment and a Polynesian dance group.
Community Foundation Grant
Pre application for grant funding is due May 1, 2018. Mikula to ask Community Foundation if individual
committees can submit a grant for the same project. Projects discussed included:
Pickle Ball Courts
Sledding Hill
Tennis Courts at Sands Park
Riverwalk Repair
Motion by Swedenborg, second by Spencer to have Mikula apply for grant to for repairs to Sands Park
Tennis Courts in cooperation with Manistee Area Public School. All in Favor.
Parks Commission Budget
Pontiac discussed the 2018-2019 Parks Commission budget of $800.
Mikula looked at the increase in the Parks Department “printing & publishing’. An additional $300 it
contains money is for park brochures.

Discussion
Adopt A Park
Signage for Parks that also includes Adopt A Park
Request police help on riverwalk to patrol for dogs, skateboarders, etc. Mikula to follow up with
Chief Kozal.
Updates
Rietz Park – Manistee Catholic Central and Manistee High Schools (temporarily) will be playing
baseball games at the park.
Snow fence has been removed by the DPW at Fifth Avenue will move on to First Street Beach.
The City did not need require assistance from the Manistee County Road Commission for beach
leveling this year.
Mikula explained the Seiche event that occurred on April 13, 2018, reported on damage to the City
Marina and the Riverwalk.
Motion by Tomaszewski, second by Spencer to adjourn at 7:05 p.m. All in favor.
Next meeting date – Thursday, May 17, 2018 @ 5:30 p.m.
