MINUTES
Thursday, April 18, 2019

A regular meeting of the Manistee Parks Commission was held on Thursday, April 18, 2019 at
City Hall 2nd floor conference room. Meeting was called to order by Chair Stephen Spencer at
5:30 p.m.
Approval of Agenda
Motion by Pomranky, second by O’Connor to approve agenda. All in favor.
Citizen Public Comment
Mayor Zielinski discussed the need for a safety barrier at the new Rotary Park parking lot – this
is a safety issue that should be addressed. Installing a similar type of barrier that the City has at
the First Street observation area would be a great asset.
Approval of Minutes
Motion by Swedenborg, second by Pomranky to approve March 21, 2019 minutes. All in Favor.
Correspondence
Resignation letter from Frank Cardella.
Email from Lani Rozga – she will be unable to attend meetings for the next few months
due to an injury (excused).
Committee Reports
O’Connor reported on his progress with installing defibrillators /cabinets at 1st Street and 5th
Avenue Beach. He has emailed both Police and Fire departments and received word back from
Heath at the Fire Department. He is anticipating hearing from Tim Kozal – Public Safety
Director.
Boyle to contact the Chief requesting him to please contact O’Connor so we can proceed with
their approval and have installed by Memorial Day. Commission requests after receiving word
from the Chief that we set up a meeting with Police/Fire Department and include Karl Reed
(both concession stands) so all are on the same page.
O’Connor a retired fire-fighter has volunteered to teach a class on the use of defibrillators.
Old Business
Dogs in City Parks
City Council has recently changed ordinances regarding dogs in city parks and riverwalk. Boyle
distributed the new ordinances to members. One major change is dogs are allowed on the
riverwalk from the Chamber of Commerce to west end of City Marina.
New Business
Grant Application for Resurfacing Tennis Courts
Mikula and Prince have resubmitted grant to the Manistee County Foundation to resurface First
Street Tennis Courts.
Items Discussed
Pomranky will again chair the broomball tournament next winter season.
Thanks to Mikula and Prince for reapplying for the First Street Tennis Court grant.
The City is beginning to open restrooms for the season.
Fish Cleaning Station is open.
All ramps but one is in at First Street Boat Launch.
Tennis court nets are up at First Street Beach.
Motion by O’Connor, second by Pomranky to adjourn at 6:25 p.m. All in favor.
Next meeting date – May 16, 2019 at 5:30 p.m. in the second floor conference
room.
