A regular meeting of the Manistee Parks Commission was held on Thursday, May 20, 2021, at
5:30 p.m. remotely as authorized by the Open Meetings Act (MCL 15.263a).
Meeting was called to order by Chair Tim O’Connor at 5:30 p.m.
Approval of Agenda
Motion by Rozga, second by Swedenborg to approve agenda. All in favor.
Public Hearing

Citizen/Public Comments
Representatives Erin & Katie from Live Well Manistee and the Health Department 10 are working
on a project with a mission to promote a culture of health and wellness for all. To encourage
active living and chronic disease prevention. Live Well is applying for a grant that will need a park
and recreation audit. This plan will assist in identifying physical activity and non-activity across
our area.
Kelly Greve founder of Manistee Proud explained her volunteer group and just want to help to
make a difference. The effects of our environment can contribute to our overall wellbeing. Mrs.
Greve hopes her compassion leads others to join.
Approval of Minutes
Motion by Rozga, second by Oele to approve March 18, 2021, minutes and place on file. All in
Favor.
Correspondence
City Clerk received resignation letters from two members, she will advertise the open positions.

Committee Reports
Park Reservation System – O’Connor continuing to work on draft program– will bring back to
commission before forwarding to City Council.
Old Business
Disc Golf Project – No work back from Consumer Energy on our grant.
2021 Parks Recreation Plan – Networks Northwest working to update the County-Wide Park &
Recreation Plan. Mikula requesting list from members within the sixty days the needs and wants
of the Commission. Plan to have plan updated by fall.
New Business
Red Szymarek Disc Golf Update – Oele and McCann met at site couple weeks ago to discuss
certain executions of the course that are not quite right. This Park has been seeing more family
usage, it has picnic table, disc golf, porta potty. Disc golf signage is needed to assist golfers which
way the course runs. Mikula believes there is enough money in the Parks Department budget to
cover approximately $400 for signs if we can wait until the 2021-22 budget monies are available.
Communication/Correspondence – O’Connor and Oele recently met with the City Manager and
Public Works Director to discuss staff liaison on City boards and commissions. This will be
discussed at a Council work session at their scheduled June 8, 2021 meeting.
Items Discussed
Minger Grants – Is the Parks Commission allowed to apply separately or just with the city?
Parks Cleanup on invasive species was held recently.
Youth Armory Project – Oele well meet with director of the Amory Youth Project to discuss
building a 9-hole disc golf on their own property.
Update of Bylaws – O’Connor putting it in order, hopefully will done and bring back updates to
next meeting for approval before forwarding to Council.
Parks Commission Budget – Mikula explained the budget process. Parks Commission budget is
for the annual parks tour and small incidentals.
Beach Master Plan – Engineers working on grant to do specific re-development in parks, will
update as he receives information.
Seasonal Employees – The Parks Department and City Marina are not fully staffed. City will re-
advertise to fill the openings.
Motion by Brooks, second by Rozga to adjourn at 7:00 p.m. All in favor.
Next meeting date – June 17, 2021 @ 5:30 p.m. in City Council Chambers at City
Hall. Please use Water Street entrance.
