CITY OF MANISTEE PARKS COMMISSION MINUTES Thursday, July 22, 2021 Members Present: Lani Rozga, Tom Oele, Liz Laskey, Bob Brooks, Kelly Greve, Tom Swedenborg, Tim O’Connor Members Excused Kathie Boyle – Recording Secretary Present: Jeff Mikula, Mickey McCann - City of Manistee Councilman Mick Szymanski Zach Vega, Kaylie Davis, Linda Brown A regular meeting of the Manistee Parks Commission was held on Thursday, July 22, 2021, at 5:30 p.m. at City Hall, Council Chambers Meeting was called to order by Corresponding Secretary Rozga at 5:30 p.m. Election of Officers Chair Tom Oele Vice Chair Tim O’Connor Corresponding Secretary Lani Rozga Approval of Agenda Motion by Swedenborg, second by O’Connor to approve agenda. All in favor. Public Hearing N/A Citizen/Public Comments Community Planner from Networks Northwest Zach Vega discussed county wide Park & Recreational Plan. Mr. Vega provided informational packet including goals & objectives, hopes to have plan completed by late August. District 10 – Parks & Recreational Assessment/Walking Audit – Davis provided information on their Sands Park Assessment, including a power point. Much discussion followed. Laskey noted there is no symphony, Mikula noted there is no longer a non-motorized trail system. Szymanski suggested Vogue Theater, also the lighthouses should be included. Vega requested input from our commission within three weeks, will send Mikula a google/doc to forward to members. Mikula to provide the updated budget. Should plan ahead and be broad in our goals and objectives. Boyle to send members email addresses to Mr. Vega Approval of Minutes Motion to table approval of minutes to next meeting. All in Favor. Correspondence Committee Reports Old Business Disc Golf Grant – Nothing to report from Consumers Energy. Missed deadline for Minger Grant. Armory Youth Project will be doing their disc golf course – received grant approval. Basketball Backboards at First Street Beach – Individual to pray for all backboards to be replaced (still in progress). 9th Street Boat Launch Restroom – McCann has spoken with vendor, will move porta potty to the open and a light placed on it. Progress being made to add a picnic table. By-Law Review – O’Connor to send Boyle. Fifth Avenue Beach – Tennis Courts issue needs to be resolved either fixed or removed. Greve suggesting putting a tennis court at Duffy Park. Swedenborg suggested use of area for the adult exercise/playground site. Motion by Brooks, second by Oele to remove tennis courts and fencing leaving slab. All in Favor. Tetherball – McCann reported the purchase will be made soon. New Business Roles & Responsibilities of Commission – Oele read some highlighted items – plan and improve beautification projects and review all significant park projects. City-Wide Trash Containers – Look into something more pleasurable than the barrels w/rubber bands. Roundtable Discussion O’Connor – Does want to continue research on reservation system. Mikula discussed what needs to be done to accomplish this. Councilman Szymanski, O’Connor, Brooks and Mikula to meet. Also, congrats to Greve on all the hard work of Manistee Proud. Brooks – Thanked Mikula, McCann and Greve – 100 yards of new woodchips at Rocket Park. Laskey – Glad she is here Greve - Glad she it here Swedenborg – Boat ramp adventure, uses Yak Traks. Oele – Big thank you … Red Szymarek Park is really being used. Next meeting date – August 19, 2021 @ 5:30 p.m. at Fifth Avenue Beach House.
