IV Approval of Minutes At this time Planning Commission can take action to approve the November 7, 2013 meeting Minutes. V Public Hearing VI Public Comment on Agenda related items VII New Business Election of Officers According to the By-Laws of the City of Manistee Planning Commission their annual election of Officers is held at the December Meeting for the following year. At this time the meeting will be turned over to Denise Blakeslee who will ask for nominations. Chair The Planning Commission will select a Chair for 2014. Vice-Chair The Planning Commission will select a Vice Chair for 2014. Page 1 of 2  Secretary The Planning Commission will select a Secretary for 2014. Appointment of a Recording Secretary 2014 At this time the Planning Commission Secretary appointed for 2014 may appoint a Recording Secretary for 2014. X Correspondence Gary Patulski (email) At this time the Chair will ask if any additional correspondence has been received to be read into the record. A copy of the email was given to Leah from Beckett & Raeder, Inc. who facilitated the Master Planning Visioning Session which was held in place of the regularly scheduled Planning Commission Worksession on November 21st. Meeting was called to order at 7 pm by Chair Yoder Roll Call: Members Present: Maureen Barry, David Crockett, Bill Dean, Ray Fortier, Marlene McBride, Mark Wittlief, Roger Yoder Members Absent: None Others: Denise Blakeslee (Planning & Zoning Administrator) and others APPROVAL OF AGENDA Motion by Ray Fortier, seconded by Mark Wittlief that the agenda be approved as prepared. With a Roll Call vote this motion passed 7 to 0. Yes: Barry, Crockett, Dean, Fortier, McBride, Wittlief, Yoder No: None APPROVAL OF MINUTES Motion by Maureen Barry, seconded by Dave Crockett that the minutes of the October 10, 2013 Planning Commission Meeting be approved as prepared. With a Roll Call vote this motion passed 7 to 0. Yes: Dean, Fortier, Barry, Crockett, McBride, Wittlief, Yoder No: None City of Manistee Planning Commission Meeting Minutes of November 7, 2013 Page 1 PUBLC HEARING None PUBLIC COMMENT ON AGENDA RELATED ITEMS None NEW BUSINESS Master Plan Update The Planning Commission is working on updating their Master Plan. A major component of the update is public input. A Visioning Session has been scheduled for 6:30 pm in the Council Chambers, City Hall, 70 Maple Street, Manistee, MI on November 21, 2013. The Visioning Session will be facilitated by Staff from Beckett & Raeder. The Visioning Session will be followed by an online survey. This survey will provide input from people who were unable to attend the session or who are out of town the opportunity to participate in the process. Lakes to Land Regional Initiative – Priority Committees Members of the Planning Commission attended the Priority Share Meeting on June 27, 2013. Commissioners reviewed the list of Priority Committees and expressed interest in serving on committees as follows: Reduce Blight and Nuisances Marlene McBride Improve Communications Roger Yoder Economic Development Maureen Barry and Bill Dean Water Quality Dave Crockett OLD BUSINESS None PUBLIC COMMENTS AND COMMUNICATIONS None City of Manistee Planning Commission Meeting Minutes of November 7, 2013 Page 2 CORRESPONDENCE None STAFF REPORT Denise Blakeslee, Planning & Zoning Administrator – Spoke to the Commission about the Master Plan Update and using GIS to develop maps for the Plan. Commissioners will be asked to review the maps for corrections. MEMBERS DISCUSSION Planning Commissioners congratulated Mark Wittlief on winning the Election. Mark will be the Council Representative for the sixth district. Commissioner McBride asked about the Ordinance for Medical Marihuana that the Planning Commission worked on. The Planning Commission Worksession on Thursday, November 21, 2013 will be the public Visioning Session for the Master Plan update. The next regular meeting of the Planning Commission will be held on Thursday, December 5, 2013 ADJOURNMENT Motion by Ray Fortier, seconded by Dave Crockett that the meeting be adjourned.
