Meeting was called to order at 7:00 pm by Vice Chair Slawinski. Members Present: Robert Slawinski, Michael Szymanski, Marlene McBride, Shelly Memberto, and Roger Yoder Members Absent: Mark Wittlieff, Pamela Weiner Others: Katie Mehl (County Planner 1 & City Zoning Administrator), and Mike Szokola (County Planning Director) APPROVAL OF AGENDA Motion by Commissioner Memberto, seconded by Commissioner Szymanski to approve the agenda as printed. With a Roll Call vote this motion passed 5 to 0. Yes: Slawinski, Memberto, Szymanski, McBride, Yoder No: None CORRESPONDENCE None FIRE CHIEF MARK CAMERON PRESENTAION Chief Cameron:  History of Fire House  8 full time members  1 member soon receiving paramedic certification, all members will then have paramedic certification  Have assisted outside the city  Many calls are EMS related  Other responsibilities; site plan reviews, hydrant maintenance, building inspections, etc. 1  Work water/ice rescues PUBLIC COMMENT ON AGENDA RELATED ITEMS None NEW BUSINESS 101 S. Lakeshore—Permit Transfer Request The applicant requesting the permit transfer was not in attendance. Motion by Commissioner Yoder, seconded by Commissioner Memberto to table the 101 S Lakeshore permit transfer request until the next meeting when the applicant can be in attendance. With a Roll Call vote this motion passed 5 to 0. Yes: Szymanski, Memberto, McBride, Yoder, Slawinski No: none Master Plan Review Ms. Mehl: • Next step is plan details • PC-- overall intent of the plan • Staff-- review goals and tasks of the plan • Any major changes which occurred • City Manager confirmed the city has funds for Master Plan update • Fact Sheet: states questions to be considered • This is an RRC requirement • Careful reviewing will be time consuming • Last review started in 2013, was then adopted 2016 • Edible format files should be requested from company doing Master Plan OLD BUSINESS None PUBLIC COMMENTS AND COMMUNICATIONS None STAFF REPORTS Ms. Mehl stated the Housing Commission is looking at 300 Care Center. Mark Miller, Economic Developer will speak at the September meeting. Mr. Szokola stated a county grant writer has been hired with a 1-year contract, with ARPA request the county approved $15,000 for Rec Plan staffing position. MEMBERS DISCUSSION Commissioner McBride:  Inquired about the trailer on Marty Spalding property; Ms. Mehl contacted Mr. Spalding—trailer being emptied and then removed from the property  Inquired on the 8th Street old restaurant being turned into a 4-unit apartment building; several commissioners stated electrical companies have been at the site with inside work being done  Gateway project: no plans have been received by staff 2 Commissioner Yoder:  Inquired on training; MSU Extension is being contacted on obtaining training dates to occur throughout the year Motion by Commissioner Yoder, seconded by Commissioner McBride recommending a letter be sent to City Council to consider hiring another staff person on the City Fire Department due to the increase of reviewing site plans, increase of fire inspections and increase of other obligations. With a Roll Call vote this motion passed 5 to 0. The property information provided in the application is referencing the specific property Ralph has interest in, although it is important to note the amendment request is not specific to this property, but to Article Fifteen: C-3 Central Business District and Article Eighteen: Standards and Requirements for Special Uses. This amendment request is to modify the special land use requirement for Places of Public Assembly Large within the C-3 District. The proposed amendment would allow for this use to take place anywhere in the C-3 District as a special land use. Currently, the City of Manistee Zoning Ordinance only allows for Places of Public Assembly Large to take place as a special land use on a parcel that has key street frontage or that is at least five (5) acres. To address this, Mr. Carroll has proposed the following amendment: Amend Article Fifteen C-3 Central Business District Amend Section 1502 Uses Permitted by Special Land Use Permit • Remove, Special Uses Requires Key Street Frontage: Places of Public Assembly Large • Add, Special Uses: Places of Public Assembly Amend Article Eighteen Standards and Requirements For Special Uses Amend Section 1868 Places of Public Assembly, subsection B. Regulations and Conditions. • Remove, 1. Large Places of Public Assembly. a. A Large Place of Public Assembly shall front on and be accessed primarily from a key street segment, as defined herein, unless it is located on a parcel of land with a minimum area of five (5) acres. • Add, 1. Large Places of Public Assembly. a. A Large Place of Public Assembly shall front on and be accessed primarily from a key street segment, except for in the C-3 District, as defined herein, unless it is located on a parcel of land with a minimum area of five (5) acres. Staff has reviewed the City of Manistee Master Plan as it relates to this request, and the following sections are the most relevant to Places of Public Assembly Large within the C-3 District. The transfer would move control of the Special Use Permit from Suburban Inns, to 6PM Hospitality, LLC. Mr. Welling has provided a letter explaining the nature of the transfer. Below is Section 1801.H. from the City of Manistee Zoning Ordinance, providing the requirements for transferring a special use permit when construction is not complete. Sincerely, Katie Mehl Manistee County Planner Planning Commission Katie Mehl August 22, 2022 Manistee County Planner 395 3rd St. City of Manistee Planning Commission Members Manistee, MI 49660 70 Maple Street 231.723.6041 planning@manisteecountymi.gov Manistee, MI 49660 www.manisteemi.gov Dear Planning Commission Members, At the August Planning Commission meeting, staff tasked the commission with looking at the overall intent of the City of Manistee Master Plan, and if any major changes have occurred within the community that are not addressed in the plan. This review is to determine if the Master Plan is still current with the vision for the City of Manistee. Staff has reviewed the Goals and Tasks contained within the plan and has made the following determination. Of the sixty-four (64) tasks of the plan, only twelve (12) tasks were given a specific timeframe as a goal for completion. To my knowledge, nine (9) of the twelve (12) tasks have been accomplished. Attached to this memo are the goals and tasks of the plan with notes marking the tasks that have not been complete (marked with ), and the tasks that have been complete but are not identified as so in the plan (marked with ). Regarding overarching goals and specified on-going tasks of the plan, staff feels that the general intent of the Goals and Tasks are still applicable to the City of Manistee and are reflective of the current needs of the community. At this time, staff is requesting a formal motion is made as the whether the plan is satisfactory and does not need amendment this year, or if the Commission would like to commence the procedure to amend the Master Plan. Staff would also like to ensure it is recognized there are funds budgeted for a Master Plan amendment, should the amendment be pursued. During his presentation, it was noted that call volumes have steadily increased in recent years. The Planning Commission applauds the Fire Department for the remarkable services they continue to provide for not only the city but surrounding communities in Manistee County. I am writing you today on behalf of the Planning Commission to show our support for the City of Manistee Fire Department, and to recommend more staffing for the department. Although the Fire Department can maintain a strong level of service with the current staff, additional staff would assist with alleviating strict scheduling and limited personnel at the Fire Department when the fire trucks or ambulance are on a service call. For the department to continue providing exceptional service, the Planning Commission recommends budgeting for additional staff for the City of Manistee Fire Department.
