TREE COMMISSION MEETING MINUTES SEPTEMBER 20, 2021 MEMBERS PRESENT: Gerald Haw, John Helge, Zach Sompels, Angela Rabb, Sam Corem OTHERS PRESENT: Kathie Boyle, Jeff Mikula, City of Manistee A regular meeting of the Manistee Tree Commission was called to order by Chair Helge on Monday, September 20, 2021, at 5:30 p.m. in 1st floor lunchroom at City Hall. APPROVAL OF AGENDA Helge requested adding “Report to City Council” to agenda. All in favor CITIZEN/PUBLIC COMMENT N/A APPROVAL OF MINUTES Approval of August 9, 2021 minutes. All in Favor UNFINISHED BUSINESS Review & Update By-Laws – Helge updated By-Laws – will email to Mikula to forward to the City Manager and City Attorney for review. When Mikula hears back he will send to City Council for approval or if needed back to commission. Request for Proposal / Arborist - Helge emailed RFP to Mikula for review Jeff did not see any need for changes. Mikula will formalize RFP and advertise later to hopefully have arborist on board next spring. Review Vegetation Management Plan – Tabled until arborist on board to assist with plan, we need to look to the future. Helge will send Manistee Planning Commission letter requesting examining current Zoning Ordinance for issues concerning viewsheds. Tree Purchase Program - Mikula reported tree planting bids were due September 17, 2021 - no bids were received. Tree nurseries and contractors are experiencing help and delivery problems. Will re-advertise in spring. Tree Commission City Website – Currently up to date will add tree purchase information when needed. NEW BUSINESS Results of Tree Removal/Trim requests – no issues. Assign New Tree Removal/Trim Requests – Helge handed out new requests for member’s review. Concerns & Comments Helge will forward Jen Teller’s email to members requesting feedback before responding. Boyle reported that from 2011 thru 2020 approximately 407 trees were removed by the DPW and approximately 221 trees were planted. Report to Council on September 21 – Helge previewed his PowerPoint will mention the need to obtain and sustain Tree City USA. Nice job John! Concern with tree(s) at Maple & 12th Street needing trimming/removal to make area safer for those walking and driving. Trees are in Filer Township. Mikula received email regarding planting Sequoia’s in the city. A large space is needed for a healthy Sequoia to grow. Discussed City of Manistee tree requests – If safety is an issue should be no need for our approval, when DPW has concerns then contact the commission.
