MANISTEE CITY ZONING BOARD OF APPEALS City Hall, 70 Maple Street Manistee, MI 49660 MEETING MINUTES January 28, 2010 A meeting of the Manistee City Zoning Board of Appeals was held on January 28, 2010 at 5:30 p.m. in the Council Chambers, City Hall, 70 Maple Street, Manistee, Michigan. MEMBERS PRESENT: Ray Fortier, Mark Hoffman, Marlene McBride, John Perschbacher MEMBERS ABSENT: Bill Kracht (excused) ALTERNATES PRESENT: Craig Schindlbeck, Mark Wittlief OTHERS PRESENT: Jon Rose (Community Development Director), and Denise Blakeslee (Planning & Zoning) The meeting was called to order at 5:32 p.m. by Chair Perschbacher The Members welcomed Mark Wittlief as the newly appointed alternate on the Zoning Board of Appeals. Mr. Wittlief had served on both the ZBA and Planning Commission and will now serve as an alternate member. Welcome Mark. Member Bill Kracht was not in attendance at the meeting. Chair Perschbacher appointed Alternate Member Craig Schindlbeck as a voting member. APPROVAL OF AGENDA: MOTION by Ray Fortier, seconded by Mark Hoffman to approve the January 28, 2010 meeting Agenda. With a Voice Vote motion passed Unanimously. APPROVAL OF MINUTES: MOTION by Ray Fortier, seconded by Marlene McBride to approve the April 2, 2009 Zoning Board of Appeals Meeting Minutes. With a Voice Vote motion passed Unanimously. City of M anistee Zoning Board of Ap peals Meeting Minutes of January 28, 2010 Page 2 PUBLIC HEARING: None BUSINESS SESSION: Action on Pending Cases None Old Business None Other Business of the Appeals Board Election of Officers According to the By-Laws of the City of Manistee Zoning Board of Appeals their annual election of Officers is held at the January Organizational Meeting. At this time the meeting was turned over to Jon Rose who asked for nominations. Chair Ray Fortier nominated John Perschbacher for the position of Chair. Nominations were asked for three times. There being no further nominations. Nominations were closed. John Perschbacher was elected Chair of the Zoning Board of Appeals for 2010 by acclamation. Nominations were turned back over to Chair Perschbacher. Vice-Chair John Perschbacher asked for nominations for the Position of Vice-Chair. Ray Fortier nominated Mark Hoffman for the position of Vice-Chair Nominations were asked for three times. There being no further nominations. Nominations were closed. Mark Hoffman was elected Vice-Chair of the Zoning Board of Appeals for 2010 by acclamation. City of M anistee Zoning Board of Ap peals Meeting Minutes of January 28, 2010 Page 3 Secretary John Perschbacher asked for nominations for the Position of Secretary. Ray Fortier nominated Marlene McBride for the position of Secretary Nominations were asked for three times. There being no further nominations. Nominations were closed. Marlene McBride was elected Secretary of the Zoning Board of Appeals for 2010 by acclamation. Appointment of a Recording Secretary 2010. Once Elected the Secretary may appoint a Recording Secretary to handle the administrative functions of the office. Marlene McBride appointed Denise Blakeslee to act as the Recording Secretary for the Zoning Board of Appeals for the year 2010. By Law Review According to the By-Laws of the City of Manistee Zoning Board of Appeals they shall annually review their By-Laws at the Organizational Meeting held in January. City Council has developed language that will be used by all the City of Manistee Boards and Commissions for absences. This language has been incorporated into the Zoning Board of Appeals By-Laws. MOTION by Mark Hoffman seconded by Ray Fortier that the Zoning Board of Appeals amends their By- Laws to reflect the new language relating to absences. With a roll call vote this motion passed 5 to 0. Yes: McBride, Hoffman, Schindlbeck, Fortier, Perschbacher No: None Misc. Chairman Perschbacher thanked staff for their assistance with the ZBA and thanked the members for serving on the Board.
