MANISTEE CITY ZONING BOARD OF APPEALS City Hall, 70 Maple Street Manistee, MI 49660 ORGANIZATIONAL MEETING MINUTES January 12, 2022 A meeting of the Manistee City Zoning Board of Appeals was held on January 12, 2022, at 6:00 pm, Chamber of Commerce Room, 70 Maple Street, Manistee, Michigan. MEMBERS PRESENT: Denis Johnson, Duane Jones, Shelly Memberto, and Glenn Zaring MEMBER ABSENT: Linda Cihlar and John Veach OTHERS Zach Sompels (Planner 1/City Zoning Administrator) and Nancy Baker (Recording Secretary) The meeting was called to order at 6:07 p.m. by Chair Glenn Zaring. APPROVAL OF AGENDA: Motion by Shelly Memberto, seconded by Duane Jones to approve the agenda as prepared. With a voice vote this motion passed unanimously. APPROVAL OF MINUTES: The Zoning Board of Appeals approved the December 15, 2021, Zoning Board of Appeals Meeting Minutes by email. PUBLIC HEARING: None BUSINESS SESSION: Action on Pending Cases None Election of Officers 2022 Chair At this time, the meeting was turned over to Zach Sompels who asked for Chair nominations. Duane Jones nominated Glenn Zaring for position of Chair. Glenn Zaring accepted. No further nominations were made. Nominations were closed. City of Manistee Zoning Board of Appeals Meeting Minutes January 12, 2022 With a roll call vote, Voting yes for Glenn Zaring: Jones, Memberto, Zaring, Johnson Glenn Zaring was elected Chair of the Zoning Board of Appeals for 2022. Vice-Chair At this time, the meeting was turned over to Chair Glenn Zaring who asked for Vice Chair nominations. Denis Johnson nominated Duane Jones for position of Vice Chair. Duane Jones accepted. No further nominations were made. Nominations were closed. With a roll call vote, Voting yes for Duane Jones: Memberto, Zaring, Jones, Johnson Duane Jones was elected Vice Chair of the Zoning Board of Appeals for 2022. Appointment of a Recording Secretary 2022 Shelly Memberto nominated Nancy Baker as Zoning Board of Appeals Recording Secretary for 2022. With a voice vote passing unanimously, Nancy Baker was elected Recording Secretary for the Zoning Board of Appeals for 2022. By Law Review According to the By-Laws, the City Zoning Board of Appeals shall annually review their By-Laws. There were no changes, additions, or corrections by the Zoning Board of Appeals (ZBA) or Planning Staff. With a voice vote passing unanimously, the Zoning Board of Appeals By-Laws for 2022 were accepted as written. PUBLIC COMMENTS AND COMMUNICATIONS: None OTHER COMMENTS FROM MEMBERS OR STAFF Chair Glenn Zaring stated he appeared before the City Planning Commission (PC). He informed the PC of the ZBA’s position, improving some of the zoning ordinance (Z.O.) verbiage, was provided great information by several well-versed resources, he asked staff to look at the Z.O. and let the ZBA know of issues needing to be addressed. Parts of the Z.O have a conflict in wording or contradicting statements. These need to be identified. Mr. Sompels stated Z.O. issues are taken to the Planning Commission for resolving/amending. The Z.O. is a living document. Shelly Memberto encouraged members to read the Zoning Ordinance to familiarize themselves with it.
