1. Call to Order
Present: 7- Nickels, Vanderkin, Koski, Reed, Reckelberg, Nycz and Luebke
Absent: 1- Brey
2. Bids for 2023 Televising Miscellaneous Sewers I, Project #WU-23-5
City Clerk reported having received four (4) e-bids. Same were opened
and accepted online through Quest, and are as follows:
Green Bay Pipe & TV, LLC, Bid Bond, $43,010.23
Northern Pipe, Inc, Bid Bond, $43,473.97
Speedy Clean Drain & Sewer, Bid Bond, $62,473.02
Duke's Root Control, Bid Bond, $206,043.66
Moved by Nycz, seconded by Reckelberg, to refer the bids to the Director of
Public Infrastructure for tabulation and recommendation. The motion carried by
the following vote:
Aye: 7- Nickels, Vanderkin, Koski, Reed, Reckelberg, Nycz and Luebke
3. Bids for 2023 Sewer Re-Lining Project, Project #WU-23-7
City Clerk reported having received two (2) e-bids. Same were opened
and accepted online through Quest, and are as follows:
Visu-Sewer, Bid Bond, $377,645.75
Insituform Technologies, Bid Bond, $395,236.10
Moved by Nycz, seconded by Vanderkin,to refer the bids to the Director of Public
Infrastructure for tabulation and recommendation. The motion carried by the
following vote:

Moved by Reckelberg, seconded by Nycz, to refer the bids to the Director of
Public Infrastructure for tabulation and recommendation. The motion carried by
the following vote:

5. Bids for 2023 Epoxy Painting - Pavement Marking Program, Project #WS-23-9
City Clerk reported having received two (2) e-bids. Same were opened
and accepted online through Quest, and are as follows:
Brickline Inc Madison, Bid Bond, $124,473.09
Century Fence Co., Bid Bond, $178,780.10
Moved by Nycz, seconded by Vanderkin, to refer the bids to the Director of Public
Infrastructure for tabulation and recommendation. The motion carried by the
following vote:

6. Bids for Masonry Wall Repair & Overhead Door Expansion at Transit Mechanic
Building, Project #WB-23-14
No bids received.
7. Agreement with Maritime Plumbing and Mechanical, LLC for Facility at 900 S.
Lakeview Drive Restroom Remodeling Project, for a contract price of $6,896.00
Moved by Vanderkin, seconded by Nycz, to enter into the agreement. The motion
carried by the following vote:
Aye: 7- Nickels, Vanderkin, Koski, Reed, Reckelberg, Nycz and Luebke
8. Agreement with A.C.E. Building Service for Facility at 900 S. Lakeview Drive
Restroom Remodeling Project for a contract price of $24,695.00
Moved by Vanderkin, seconded by Nycz, to enter into the agreement. The motion
carried by the following vote:

9. Change Orders
City Clerk submitted the following change three (3) change orders for
approval:

Moved by Nycz, seconded by Reckelberg, that the change orders by approved.

City Clerk submitted the following City Engineer's estimates for approval
and payment:

Moved by Vanderkin, seconded by Nycz, that these payments be approved. The
motion carried by the following vote:

given to the public, to the Herald-Times-Reporter, the official newspaper of
Manitowoc, and to those news media who have filed a written request for this notice
that a meeting of the above-referenced will be held at the date, time and location
listed above.
Notice is hereby given that a majority of the Common Council of the City of
Manitowoc, or a standing committee of that body, may be present at this meeting to
gather information about the subject matter over which they have decision making
responsibility.
This meeting is being conducted both in Council Chambers at City Hall and via Zoom
to maximize opportunities for residents to attend. Members of the public may call to
