1. Call to Order
Present: 6- Vanderkin, Koski, Reed, Alfred, Reckelberg and Nycz
Absent: 2- Nickels and Brey
2. Bids for 2023 Concrete Paving Program, Project #WS-23-1
City Clerk reported having received one (1) e-bid. Same was opened and
accepted online through Quest, and is as follows:
Vinton Construction Company, Bid Bond, $2,793,928.07
Moved by Nycz, seconded by Reed, to refer the bid to the Director of Public
Infrastructure for tabulation and recommendation. The motion carried by the
following vote:
Aye: 6- Vanderkin, Koski, Reed, Alfred, Reckelberg and Nycz
3. Bids for 2023 Sanitary Sewer Relay, Project #WU-23-8
City Clerk reported having received three (3) e-bids. Same were opened
and accepted online through Quest, and are as follows:
Kip Gulseth Construction Company Inc, Bid Bond, $299,845.73
Alfson Excavating LLC, Bid Bond, $327,668.40
Vinton Construction Company, Bid Bond, $377,773.29
Moved by Nycz, seconded by Reckelberg, to refer the bid to the Director of Public
Infrastructure for tabulation and recommendation. The motion carried by the
following vote:

City Clerk reported having received one (1) e-bid. Same was opened and
accepted online through Quest, and is as follows:
Vinton Construction Company, Bid Bond, $575,832,64
Moved by Nycz, seconded by Reckelberg, to refer the bid to the Director of Public
Infrastructure for tabulation and recommendation. The motion carried by the
following vote:

5. Bids for Red Arrow Door Replacement, Project #WB-23-16
City Clerk reported having received one (1) e-bid. Same was opened and
accepted online through Quest, and is as follows:
Philippi Quality Construction, Inc, Bid Bond, $25,543.00
Moved by Nycz, seconded by Reckelberg, to refer the bid to the Director of Public
Infrastructure for tabulation and recommendation. The motion carried by the
following vote:

6. Bids for Lincoln Park Zoo Exhibit Renovations, Project #WB-23-17
City Clerk reported having received one (1) e-bid. Same was opened and
accepted online through Quest, and is as follows:

Moved by Nycz, seconded by Reckelberg, to refer the bid to the Director of Public
Infrastructure for tabulation and recommendation. The motion carried by the

7. Bids for Maritime Drive 10th to York Street, 7th to 10th Street Concrete Removal,

City Clerk reported having received one (1) e-bid. Some was opened and
accepted online through Quest, and is as follows:
Highway Landscapers, Inc, Bid Bond, $163,965.88
Moved by Reckelberg, seconded by Reed, that this be accepted. The motion
carried by the following vote:

City Clerk submitted the following three (3) change orders for approval:

Fortress Floors, LLC, C#1, for Flooring for Lincoln Park Fieldhouse,
Manitou Park and Miracles Park, AGMT-22-15, +$1,822.75
Vinton Construction Co, CO#3-FINAL for 2022 South 14th Street Lift
Station, WU-22-2, ($15,581.92)
Moved by Nycz, seconded by Koski, that the change orders be approved. The
motion carried by the following vote:

City Clerk submitted the following City Engineer's estimates for approval
and payment:
