Moved by Nickels, seconded by Brey, that this Request be approved with the
recommendation that if the current property owner has another offense, they
wave the request to recind. The motion carried by the following vote:

Moved by Reckelberg, seconded by Nycz, to recind the assessment as they were
billed in error. The motion carried by the following vote:

4. Agreement with Mulch Express of Wisconsin for furnishing and installing wood
chips for playground cover for City Parks, Flowerbeds, and Islands at S. 26th and
Calumet Ave. for a contract price of $16,200.
A motion was made by Jim Brey, seconded by Eric Nycz, to enter into the
agreement. The motion carried by the following vote:

6. Pay Estimates, Various Engineering/Public Works Projects
City Clerk submitted the following City Engineer's estimates for approval
and payment:

Strand Associates Inc, South 19th Pumping Station, Project #3516.033,
Est. 3, $11,364.73
Strand Associates Inc, South 14th Street Lift Station and Force - Task
Order 22-01, Project #3516.030, Est. 13, $644.80
A motion was made by Eric Nycz, seconded by Todd Reckelberg, to approve the
payments. The motion carried by the following vote:

Pursuant to Section 19.84(2) and (3) of the Wisconsin Statutes, notice is hereby
given to the public, to the Herald-Times-Reporter, the official newspaper of
Manitowoc, and to those news media who have filed a written request for this notice
that a meeting of the above-referenced will be held at the date, time and location
listed above.
Notice is hereby given that a majority of the Common Council of the City of
Manitowoc, or a standing committee of that body, may be present at this meeting to
gather information about the subject matter over which they have decision making
responsibility.
This meeting is being conducted both in Council Chambers at City Hall and via Zoom
to maximize opportunities for residents to attend. Members of the public may call to
