1. Call to Order
Present: 6- Nickels, Koski, Reed, Reckelberg, Nycz and Czekala
Absent: 2- Brey and Alfred
2. Property Owner Appeal for Snow Removal Assessment
23-0456 Request to rescind snow removal assessment for property at 1111 N. 18th
Street
Moved by Nickels, seconded by Reckelberg, that this Request be approved with
the recommendation that the property owner pay the $65 it cost the City to
remove the snow, and if the property owner has another offense, they wave the
opportunity to request to rescind. The motion carried by the following vote:
Aye: 5- Nickels, Koski, Reckelberg, Nycz and Czekala
Abstain: 1- Reed
3. Bids for 2023 Storm Sewers & Ditching Project, Project #WU-23-19
City Clerk reported having received two (2) e-bids. Same were opened
and accepted online through Quest, and are as follows:
Essential Sewer and Water, Bid Bond, $73,680.50
Vinton Construction Company, Bid Bond, $100,919.54
A motion was made by Nycz, seconded by Reed, to refer the bids to the Director
of Public Infrastructure for tabulation and recommendation. The motion carried
by the following vote:
Aye: 6- Nickels, Koski, Reed, Reckelberg, Nycz and Czekala
4. Change Orders
City Clerk submitted the following four (4) change orders for approval:
Vinton Construction Company, CO #1 for 2023 River Point Junk Yard
Clean Up, WO-23-13, (18 days)
Visu-Sewer, Inc., CO #1 for 2023 Re-Lining Sewers, WU-23-7,

A motion was made by Nycz, seconded by Czekala, that the change orders be
approved. The motion carried by the following vote:
Aye: 6- Nickels, Koski, Reed, Reckelberg, Nycz and Czekala
5. Pay Estimates, Various Engineering/Public Works Projects
City Clerk submitted the following City Engineer's estimates for approval
and payment:
Vinton Construction Company, Manitowoc River Point Junk Yard
Clean Up, WO-23-13, Est. 1, $140,033.76
Vinton Construction Company, 2023 Asphaltic Concrete Paving
Program, WS-23-4, Est. 1, $248,318.57

A motion was made by Nycz, seconded by Reckelberg, to approve the payments.
The motion carried by the following vote:

7. Adjournment
A motion was made by Nickels, seconded by Czekala, that this meeting be
adjourned at 4:15 p.m. The motion carried by the following vote:

Pursuant to Section 19.84(2) and (3) of the Wisconsin Statutes, notice is hereby
given to the public, to the Herald-Times-Reporter, the official newspaper of
Manitowoc, and to those news media who have filed a written request for this notice
that a meeting of the above-referenced will be held at the date, time and location
listed above.
Notice is hereby given that a majority of the Common Council of the City of
Manitowoc, or a standing committee of that body, may be present at this meeting to
gather information about the subject matter over which they have decision making
responsibility.
This meeting is being conducted both in Council Chambers at City Hall and via Zoom
to maximize opportunities for residents to attend. Members of the public may call to
