1. Call to Order
Present: 7- Nickels, Koski, Reed, Alfred, Norell, Beeman and Reckelberg
Absent: 1- Nycz
2. Bids for 2024 Manitowoc Water Main Extension, Project #WU-24-21
City Clerk reported having received six (6) e-bids. Same were opened and
accepted online through Quest, and are as follows:
Vinton Construction Company, Bid Bond, $1,453,762.00
Alfson Excavating LLC, Bid Bond, $1,485,576.69
Advance Construction Inc., Bid Bond, $1,533,833.90
Dorner Inc., Bid Bond, $1,580,528.60
PTS Contractors, Inc., Bid Bond, $1,581,641.00
Kruczek Construction Inc., Bid Bond, $1,677,777.77
A motion was made by Reckelberg, seconded by Norell, to refer the bids to the
Director of Public Infrastructure for tabulation and recommendation. The motion
carried by the following vote:
Aye: 7- Nickels, Koski, Reed, Alfred, Norell, Beeman and Reckelberg
3. Change Orders
City Clerk submitted the following two (2) change orders for approval:
Vinton Construction Co., CO #2 for 2024 Concrete Slab Replacement
Program, WS-24-14, $23,110.00
Vinton Construction Co., CO #1 for 2024 Concrete Paving Program,
WS-24-1, $10,576.00
A motion was made by Reckelberg, seconded by Beeman, that these change
orders be approved. The motion carried by the following vote:

4. Pay Estimates, Various Engineering/Public Works Projects
City Clerk submitted the following City Engineer's estimates for approval
and payment:
Vinton Construction, Asphalt Concrete Paving - Lincoln Park Tennis
Court, WS-24-15, Est. 2, $79,764.50
Vinton Construction, 2024 Concrete Paving I, WS-24-1, Est. 2,
$745,765.62
Seiler Bros Construction, Inc., 2024 Remove & Replace Sidewalks,
WS-24-3, Est. 1, $59,890.49
J. Miller Electric Inc., Senior Center Generator, WO-23-20R, Est. 1,
$68,882.60
A motion was made by Norell, seconded by Reckelberg, to approve the
payments. The motion carried by the following vote:
Aye: 7- Nickels, Koski, Reed, Alfred, Norell, Beeman and Reckelberg
5. Contractor's Payroll Affidavits
None
6. Adjournment
A motion was made by Norell, seconded by Alfred, that this meeting be
adjourned at 4:06 p.m. The motion carried by the following vote:

given to the public, to the Herald-Times-Reporter, the official newspaper of
Manitowoc, and to those news media who have filed a written request for this
notice that a meeting of the above-referenced will be held at the date, time and
location listed above.
Notice is hereby given that a majority of the Common Council of the City of
Manitowoc, or a standing committee of that body, may be present at this meeting
to gather information about the subject matter over which they have decision
making responsibility.
This meeting is being conducted both in Council Chambers and via Zoom.
