Call to Order Chair Scott McMeans called the meeting to order at 6:15 p.m. 2. Roll Call Present: 10 - McMeans, Able, Hennessey, Sladky, Brey, Sitkiewitz, Soeldner, Schema, Nickels and Shaw Absent: 1- Howe Also Present: Police Chief Tony Dick, City Attorney Kathleen McDaniel, Director of Public Infrastructure Dan Koski, Human Resources Director Rochelle Blindeuar and Deputy Clerk Deborah Neuser. 3. Discussion and Action Items 14-1977 Resolution to create and fill a full-time Crime Analyst position at the Police Department, as shown on the attached job description. Attachments: Resolution Crime Analyst JD Police Chief Tony Dick addressed the Committee relative to the Crime Analyst position with the Police Department. Chief explained that the analyst is a position which he hopes would be shared by us, the City of Two Rivers and the Sheriff's Department at some point in the future. Initially we would create the positon but the Chief would try to cost share with them each year. At this point they are unable to do so financially. The money is in the budget as proposed. It is a non-sworn, non-supervisory position (civilian). Closed Session: Notice is hereby given that the above governmental body will adjourn into a closed session during the meeting as authorized by Section 19.85(1)(c) of the Wisconsin Statutes, which authorizes the governmental body to convene in closed session for the purpose of considering employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility. The specific matter which will be considered is the following: 14-1978 Discussion on current Police Department employee interested in transferring to the position of Crime Analyst. Chair Scott McMeans read the motion to go into closed session. The motion carried by the following vote: Aye: 10 - McMeans, Able, Hennessey, Sladky, Brey, Sitkiewitz, Soeldner, Schema, Nickels and Shaw City Attorney Kathleen McDaniel, Human Resources Director Rochelle Blindeuar and Deputy Clerk Deborah Neuser remained for the closed session. Committee deliberated in closed session. (Closed Session portion of the minutes has been redacted). Moved by Brey, seconded by Nickels, that the meeting reconvene in open session. The motion carried by the following vote: Aye: 9- McMeans, Able, Hennessey, Brey, Sitkiewitz, Soeldner, Schema, Nickels and Shaw Nay: 1- Sladky Open Session: 14-1977 Resolution to create and fill a full-time Crime Analyst position at the Police Department, as shown on the attached job description. Attachments: Resolution Crime Analyst JD Moved by Able, seconded by Schema, to create the Crime Analyst position in the Police Department with review at six months by the Public Safety Committee. The motion failed by the following vote: Aye: 4- Able, Hennessey, Schema and Shaw Nay: 6- McMeans, Sladky, Brey, Sitkiewitz, Soeldner and Nickels 4. The above governmental body will meet to discuss and possibly take action on the agenda items set forth below. 1. Call to Order 2. Roll Call 3.
