Present: 9- McMeans, Able, Sladky, Brey, Sitkiewitz, Soeldner, Nickels, Kummer and Czekala
Absent: 1- Howe
3. Public Comment: None.
4. Discussion and Action Items
17-0147 Request for Proposal for parking consultants downtown.

Moved by Nickels, seconded by McMeans, to go out for an RFP for parking
consultants for downtown but remove language about parking structures, adjust
the boundaries to include the Marina, the Rahr-West Art Museum and 1512
Washington St. The motion carried by the following vote:
Aye: 9- McMeans, Able, Sladky, Brey, Sitkiewitz, Soeldner, Nickels, Kummer and Czekala
Community Development Director Nicolas Sparacio addressed the Committee and answered
questions. The boundaries were reviewed. Mayor Nickels advised the immedate need was on the
north side.
Notice is hereby given that the above governmental body may adjourn into a closed session during
the meeting as authorized by Section 19.85(1)(g) of the Wisconsin Statutes, which authorizes the
governmental body to convene in closed session for the purpose of conferring with legal counsel for
the governmental body who is rendering oral or written advice concerning strategy to be adopted by
the body with respect to litigation in which it is or is likely to become involved.
The specific subject matter that may be considered in closed session is:
17-0144 Discussion of strategy memo received from outside legal counsel on
Lowe's Home Centers LLC v. City of Manitowoc (16CV367).
17-0145 Discussion on Big Jay's Smoke Shop LLC v. City of Manitowoc
(17CV99-WCG).

Chairperson Brey read the Notice to go into Closed Session. Moved by Alderperson Able, second
by Alderperson Sitkiewitz, to convene in closed session. The motion carried on roll call vote by the
following vote: Aye: 9 - Kummer, Czekala, Soeldner, Able, Sladky, Sitkiewitz, McMeans, Brey and
Nickels. Nays: None.
5. CLOSED SESSION
17-0144 Discussion of strategy memo received from outside legal counsel on Lowe's
Home Centers LLC v. City of Manitowoc (16CV367).
17-0145 Discussion on Big Jay's Smoke Shop LLC v. City of Manitowoc
(17CV99-WCG).
Committee of the Whole deliberated in closed session. (Redacted - - Closed Session).
Moved by Alderperson McMeans, second by Alderperson Able, to reconvene in Open Session.
Motion carried by the following vote: Aye: 9 - Kummer, Czekala, Soeldner, Able, Sladky, Sitkiewitz,
McMeans, Brey and Nickels. Nays: None.

given to the public, to the Herald-Times-Reporter, the official newspaper of
Manitowoc, and to those news media who have filed a written request for this
notice that a meeting of the above-referenced will be held at the date, time and
location listed above.
Notice is hereby given that a majority of the Common Council of the City of
Manitowoc may be present at this meeting to gather information about the
subject matter over which they have decision making responsibility.
The above governmental body will meet to discuss and possibly take action on
the agenda items set forth below.
