Present: 8- Howe, Sladky, Brey, Sitkiewitz, Soeldner, Nickels, Kummer and Czekala
Absent: 2- McMeans and Able

17-0407 Agreement for Management Services for 2017 Farmers Market between City of
Manitowoc and Grow It Forward, Inc.

Community Development Direct Nicolas Sparacio gave a powerpoint presentation on the plan for
the 2017 market season. He stated that they talked to as many farmers as they could. Mr.
Sparacio stated that the City's role is no longer direct oversight and he is comfortable with handing
over responsibilities and funds. The Farmers Market Committee will be governed by the open
meetings law.
Some committee members are not comfortable turning over responsibilities right away and would
prefer a transition period. The contract is for one year. The Finance Committee did not make a
recommendation. Grow it Forward is concerned that the Farmers Market is starting soon and now
there are three significant changes in the agreement.
Chairperson Brey read the Notice to go into Closed Session. Moved by Alderperson Sitkiewitz,
second by Alderperson Howe, to convene in closed session. The motion carried on roll call vote by
the following vote: Aye - 8: Howe, Brey, Kummer, Sitkiewitz, Soeldner, Czekala, Sladky and
Nickels. Nays - none.
Notice is hereby given that the above governmental body may adjourn into a closed session during
the meeting as authorized by Section 19.85(1)(e) of the Wisconsin Statutes, which authorizes the
governmental body to convene in closed session for the purpose of deliberating or negotiating the
purchasing of public properties, the investing of public funds, or conducting other specified public
business, whenever competitive or bargaining reasons require a closed session.

Motion carried on roll call vote by the following vote: Ayes - 8: Howe, Brey, Kummer, Sitkiewitz,
Soeldner, Czekala, Sladky and Nickels. Nays: none.

Manitowoc, and to those news media who have filed a written request for this
notice that a meeting of the above-referenced will be held at the date, time and
location listed above.
Notice is hereby given that a majority of the Common Council of the City of
Manitowoc may be present at this meeting to gather information about the
subject matter over which they have decision making responsibility.
The above governmental body will meet to discuss and possibly take action on
