Call to Order 2. Roll Call Present: 10 - McMeans, Howe, Sitkiewitz, Nickels, Czekala, Novak, Lotz, Gabriel, Williams and Brey Absent: 1- Kummer 3. Public Comment Council President McMeans declared the meeting open for public input. In accordance with policy, the public input portion of the meeting is not made a part of the official record. 4. Discussion and Action Items Council President McMeans read the notice to convene in closed session: Notice is hereby given that the above governmental body may adjourn into a closed session during the meeting as authorized by Section 19.85(1)(e) of the Wisconsin Statutes, which authorizes the governmental body to convene in closed session for the purpose of deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session. The specific subject matter that may be considered in closed session is: 19-0296 Hecker Road Property Appraisal 19-0239 Report requesting authorization to acquire CN Peninsula 5. Closed Session Moved by Sitkiewitz, seconded by Brey, to convene in closed session. The motion carried by the following roll call vote: Aye: 10 - McMeans, Howe, Sitkiewitz, Nickels, Czekala, Novak, Lotz, Gabriel, Williams and Brey 19-0239 Report requesting authorization to acquire CN Peninsula Attachments: CN Acquisition Memo.pdf 20190318_651_GLC_Ltr_LGU2 20190318_651_GLC_Ltr_LGU Moved by Nickels, seconded by Brey, to adopt the following recommendations in the report from City Attorney Kathleen McDaniel: 1.) Proceed with closing and acquiring the CN properties on or before March 27, 2019 2.) Transfer $800,000 from general fund to CN 3.) After acquisition, file all appropriate paperwork with WI DNR and US EPA to allow City to utilize available grant funds for the environmental assessment work on the property and 4.) Continue work with Stantec, DNR, and EPA to evaluate the site for future development purposes under existing MSA. The motion carried by the following vote: Aye: 9- McMeans, Howe, Sitkiewitz, Nickels, Czekala, Novak, Lotz, Gabriel and Brey Nay: 1- Williams 7. Notice is hereby given that a majority of the Common Council of the City of Manitowoc, or a standing committee of that body, may be present at this meeting to gather information about the subject matter over which they have decision making responsibility.
