Roll Call Present: 10 - McMeans, Howe, Sitkiewitz, Nickels, Kummer, Czekala, Lotz, Williams, Brey and Jacobs Absent: 1- Novak 3. Public Comment 4. Presentations 19-0468 Presentation by Manitowoc Fire Department on Manitowoc Growth Study Firefighter Lieutenants Mark Hinz and Jacob Johnsrud presented the Manitowoc Growth Study. Moved by Brey, seconded by Howe, that this Presentation be accepted and referred to Council to be placed on file. The motion carried by the following vote: Aye: 10 - McMeans, Howe, Sitkiewitz, Nickels, Kummer, Czekala, Lotz, Williams, Brey and Jacobs 5. Discussion and Action Items 19-0562 Request from Manitowoc Fire Rescue Department to purchase a new ambulance. Attachments: 19-0562 Moved by Nickels, seconded by McMeans, that this Request be approved and referred to council. The motion carried by the following vote: Aye: 10 - McMeans, Howe, Sitkiewitz, Nickels, Kummer, Czekala, Lotz, Williams, Brey and Jacobs City of Manitowoc Page 1 Committee of the Whole Meeting Minutes May 20, 2019 19-0469 Strand Adventures Requested TIF Assistance Attachments: Strand TIF Summary 5-20-2019 (2) Alderman Howe recused himself from this conversation. Community Development Director April Kroner provided an overview of the City's TIF assistance recommendations. City recommends $70,000 in TIF assistance with the pay-as-you-go model as has been consistent with past development agreements. Strand Adventure representatives explained they are requesting $113,750 to cover the financing gap, as well as requesting up-front cash instead of the pay-as-you-go model. Committee and City staff discussed the different financing options. Community Development Director April Kroner suggested that due to the unique circumstances of having an Alderperson and City employee as part of the Strand Adventure team and that the facility is nearly complete, that the City work with an outside consulting firm for their recommendation and legal But For opinion. Moved by Brey, seconded by Williams, to instruct City Attorney and Community Development Director to hire outside consulting firm to do justification, recommendation, and But For statement by the next Common Council meeting with any associated fees to be repaid by TIF. The motion carried by the following vote: Aye: 9- McMeans, Sitkiewitz, Nickels, Kummer, Czekala, Lotz, Williams, Brey and Jacobs Abstain: 1- Howe 19-0596 Resolution Supporting Proposed Manitowoc County Sales Tax Attachments: Res 19-0596 City of Manitowoc 2018-CB-30A2 Proposed Chapter 33 (County Sales and Use Tax) - 2018-____ Alderperson Brey requested this item be held 6.
