Absent: 2- Nickels and Jacobs
3. Public Comment
Council President Sitkiewitz declared the meeting open for public input. In
accordance with policy, the public input portion of the meeting is not made
a part of the official record.

19-0778 Proposed Downtown Improvement Projects

2019 conceptual downtown project budget
Community Development Director April Kroner provided an overview of
City staff outline for how to spend remaining funds budgeted for 2019
Downtown improvements. Committee discussed priorities and options for
downtown projects.
Moved by Brey, seconded by McMeans, to recommend staff provide visual and
conceptual plan for the traffic calming intersection at 8th & Quay at a cost
consistent with the proposed budget outlined by the Community Development
Director. The motion carried by the following vote:
Aye: 5- McMeans, Sitkiewitz, Czekala, Lotz and Brey
Nay: 3- Kummer, Novak and Williams

Moved by Novak, seconded by Brey, to instruct the City Attorney to draft an
ordinance making Burger Park an official city park. The motion failed by the
following vote:
Aye: 3- Novak, Williams and Brey
Nay: 5- McMeans, Sitkiewitz, Kummer, Czekala and Lotz
Moved by Sitkiewitz, seconded by Novak, to request that staff recommendation
includes lighting enhancement improvements from the Briess lot to the Carferry
along the sidewalk. The motion carried by the following vote:
Aye: 8- McMeans, Sitkiewitz, Kummer, Czekala, Novak, Lotz, Williams and Brey

Recommendations
HR Director, Police Chief Nick Reimer, and Finance Director/Treasurer
Steve Corbeille (by phone), presented the proposed Pay for Performance
Plan for City employees.
Moved by McMeans, seconded by Novak, that this Plan be approved as presented
and referred to council. The motion carried by the following vote:
Aye: 8- McMeans, Sitkiewitz, Kummer, Czekala, Novak, Lotz, Williams and Brey
5. Adjournment
Moved by Brey that this meeting be adjourned at 8:08 p.m. The motion carried by
the following vote:
